+ Prepare regular progress reports / monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion, and preparing presentations regarding the work's progress concerning interim and major milestones.
+ Evaluate claims including Extension of Time (EoT) and Disruption claims using recognized delay analysis techniques such as Time Impact Analysis and Window Analysis, with the ability to assess concurrent delays.
+ Discuss, coordinate, and resolve the planning and scheduling problems with the PMC, the Contractor and the Employer.
+ Coordination with the Client to finalize the contractor's programs, reports, and claims.
+ Actively participate in project meetings (e.g., kickoff, technical, coordination, progress reviews) and prepare concise, actionable minutes of meeting (MoM).
+ Preparation of Trackers / Logs to monitor critical issues during the Design and Construction stages of the Project.
+ Agree on the progress measurement system (PMS) and key indicators with the consultants/contractors during the project for monitoring purposes.
+ Ability to communicate clearly conduct presentations to management and interface effectively with a diverse group of professionals. Provide reasoned & analytic response to the contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions.
+ Maintain organized contemporary records to support claims analysis and contract administration processes.
+ Issue formal delay notices and performance alerts when contractor progress is deficient or non-compliant with schedule obligations
+ Be able to manage a team of one or more planning engineers, providing them with technical and leadership skills.
+ Lead structured risk workshops with both client and contractor teams to identify and manage project risks and opportunities.
+ Champion the adoption of automation and digitalization within the project controls function to improve reporting accuracy and reduce manual workloads.

The Role

  • The Projects Control Lead role is primarily responsible for establishing the project planning system, drafting associated written procedures, and preparing the Project Contract Master Schedule for all disciplines of work.

**Job Description**
AECOM are looking for a Senior Project Controls Specialist to join their team in Dubai who will be responsible for executing comprehensive project control activities across medium to large-scale projects or within a broader project management team. This role includes managing project control systems, analysing performance data, overseeing scope and change management, and contributing to strategic project reporting. The Senior Specialist also undertakes function-wide tasks and supports continuous improvement initiatives, while mentoring junior team members.
**Job duties:**
+ Monitors project financial performance through application of advanced project control methodologies.
+ Works closely with the Project Management team and interfaces with various disciplines.
+ Develops the Work Breakdown Structure (WBS) and baseline budgets, in coordination with the Project Manager.
+ Collects progress data and performs Earned Value Analysis.
+ Collects actual costs and analyzes performance against baseline budgets.
+ Investigates variances from the baseline and analyzes performance trends.
+ Pro-actively identifies and communicates financial risks and opportunities.
+ Develops and communicates weekly performance tracking reports.
+ Establishes and analyzes project cost projections based on deployments and cost trends.
+ Provides project performance data for project audit reviews purposes and participates in Management reviews.
+ Maintains records of the project financial files in line with the company's established protocols.
+ Drives compliance to AECOM governance requirements.
+ Safeguards AECOM's Change Management process.
+ Works with company financial systems and processes.
Requirements:
+ Solid knowledge and hands on experience on Earned Value Management methodology and its application on complex design projects.
+ Solid understanding of cost/schedule integration concepts and progress measurement fundamentals.
+ Strong analytical skills and structured thinking.
+ Ability to present and communicate effectively financial data for different audiences.
+ Solid understanding of accounting principles and recognizes the financial impact of various project actions and contractual obligations.
+ Proficient with tools and techniques to analyze and present substantial amount of data.
**Qualifications**
+ Typically, a minimum of 8+ years of experience.
+ Bachelor or Master of Science or Engineering or relevant Degree from an accredited University.
+ Working towards a professional membership.

**Project Controls Manager**
**Abu Dhabi, UAE**
Parsons is looking for an amazingly talented **Project Controls Manager** to join our team. The successful candidate will be responsible for overseeing and managing project controls functions, including planning, scheduling, document control, and risk management for a major Rail project in the United Arab Emirates.
**What You'll Be Doing:**
+ Provide leadership for planning and scheduling, progress measurement, risk management, cost controls, change management and reporting for the entire project.
+ Provide guidance, direction, and specialized assistance to planning & risk staff, interface with clients, and attend regular meetings.
+ Develop, implement, and maintain project controls processes, procedures, systems, and tools and monitor compliance.
+ Provide guidance and direction for the resolution of planning and issues as they arise.
+ Set-up Primavera Project Management System P6 for program management across the planning team with all stakeholders.
+ Prepare the Integrated master program for the project.
+ Establish/deliver formal reporting arrangements on project progress for the client and project.
+ Arrange project controls workshops/meetings to discuss and assist contractors/consultants to close their project control issues.
+ Review & challenge any claims and EOT requests.
+ Review consultants & contractors programs received and analyze them in line with the contractual requirements.
+ Able to assess and analyze the impact(s) of design and construction changes and schedule slippages.
+ Coordinates execution of effective Project Risk Management across the project.
**What Required Skills You'll Bring:**
+ Bachelor's degree in civil engineering or construction management from a recognized institution.
+ Minimum 15 years of experience in Planning & Scheduling, Cost Controls, Quantitative Schedule Risk Analysis, and Extension of Time Claims in Rail projects.
+ Proficiency in project management software such as Primavera P6, Microsoft Project, and other relevant tools.
+ Thorough knowledge of industry best practices and regulations
**What Desired Skills You'll Bring:**
+ Excellent communication and interpersonal skills.
+ Strong analytical and problem-solving skills.
+ Ability to work effectively in a fast-paced and dynamic environment.
+ PMP or similar certification is preferred.
