The Role
- The Projects Control Lead role is primarily responsible for establishing the project planning system, drafting associated written procedures, and preparing the Project Contract Master Schedule for all disciplines of work.
- Supporting the relevant regions and business line leadership in providing cost forecasting and reporting.
Main Responsibilities & Key Result Areas
- Manage and coordinate the activities of the Cost Engineer, Contracts Engineer, and Planning Engineer on all Project Control issues/tasks to ensure a high level of commercial and technical expertise.
- Act as an interface between the Project Controls Team, Project Controls, Commercial, and Business Line management.
- Manage, coordinate, and integrate the activities detailed above to provide a high-quality business services function, ensuring a high level of commercial and technical expertise.
- Provide management with the tools and visibility to act in a proactive manner.
- Coordination of the preparation of all project and corporate weekly and monthly reporting requirements.
- Support with Project Change Management System, identification, and cost and schedule impact analysis.
- Support and provide input to project valuation and invoicing requirements.
- Advise the Business of any issues identified and any client dissatisfaction.
- Produce reports as required.
- Promote the concept of Continuous Performance Improvement within the Project Controls Team.

- Minimum HNC/HND in Engineering, Business Management, Quantity Surveying, or similar.

- Commercial and contractual diligence.
- Skilled in the use of Primavera and other related software packages.
- Minimum 10 years experience, working within a project controls or commercial environment for an oil & gas contractor.
- Risk analysis/awareness.
Preferred:
- Project Management and delivery vs deadlines.
- Advanced Microsoft Office skills.

Review and approve the Contractors’ Baseline schedule of works in accordance with contract conditions and Parsons Recommended Practices.
Validate the compatibility of project resources to ensure timely completion.

Conduct “What if” analysis to assess the time impact of changes, variations, and potential events at an early stage, providing alternative courses of action and advice before issuing instructions to contractors.
Prepare regular progress reports and monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion. Prepare presentations regarding work progress concerning interim and major milestones.
Perform detailed assessments of claims, including Extension of Time and Disruption, using leading delay analysis methodologies such as time impact analysis and window analysis. Demonstrate the contractor’s concurrent delay effectively.
Discuss, coordinate, and resolve planning and scheduling issues with the contractor and the Employer.
Coordinate with the Client to finalize contractor programs, reports, and claims.

Agree on the progress measurement system (PMS) and key indicators with consultants/contractors for monitoring purposes.
Communicate clearly to conduct presentations to management and interface effectively with a diverse group of professionals. Provide reasoned and analytic responses to contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions.
Maintain proper record-keeping of project contemporary records.
Issue delay notices for contractor’s culpable delays and/or slow performance letters, recording areas where the contractor’s performance is behind schedule.
Manage a team of one or more planning engineers, providing technical and leadership skills.
What Required Skills You'll Bring:
Bachelor's degree in Civil Engineering or Construction Management from a recognized institution.
Minimum of 8 years post-graduate experience in infrastructure projects (Raods, Bridges, and Landscape).

Job Summary : The Project Director - Controls is responsible for the leadership, implementation, and oversight of all project control functions for complex railway infrastructure projects, with a strong focus on high-speed rail systems (>250 km/h). This includes schedule management, cost control, risk management, change control, reporting, and systems integration support. The candidate must have proven experience in the successful delivery of at least one high-speed rail project in a similar leadership role and possess more than five years of dedicated HSR experience.
Key Responsibilities :
- Lead the full suite of project control functions across planning, cost, schedule, risk, and change management.
- Oversee integrated project schedules and ensure alignment between civil, systems, and rolling stock delivery.
- Manage budget control processes including forecasting, earned value management (EVM), and performance analysis.
- Establish and monitor KPIs to measure project health, progress, and productivity.
