Tracking and analyzing field results is another

**What You'll Be Doing:**
+ Review and convey Engineer's consent to the Contractors' Baseline schedule of works in line with Contract conditions, and using Parsons Recommended Practices.
+ Validation of compatibility of project resources for timely completion of the project.
+ Develop Master Schedule integrating multiple packages considering their interdependencies to identify and reflect the impact of one schedule/project on others.
+ Strong foreseeability to identify the potential risks/conflicts, and document them in the Project Risk Register.
+ Evaluate & verify the planning and scheduling information from the updated / progress schedules. Identify the potential areas of delay/slippage, highlight the critical events & suggest mitigation measures / corrective actions / robust recovery plan.
+ Exercise "What if" analysis to assess the time impact of each change, variation, and potential event at an early stage and provide alternative courses of action & advice before issuing instructions to contractors.
+ Prepare regular progress reports / monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion, and preparing presentations regarding the work's progress concerning interim and major milestones.
+ Detailed assessment of the claims including Extension of Time, Disruption, etc using leading delay analysis methodologies including time impact analysis & window analysis with the strong skill to demonstrate the contractor's concurrent delay.
+ Discuss, coordinate, and resolve the planning and scheduling problems with the contractor and the Employer.
+ Coordination with the Client to finalize the contractor's programs, reports, and claims.
+ Attending various meetings including kick-off, technical, service coordination, progress review, etc, providing valuable inputs, and preparing concise & precise minutes of meetings.
+ Preparation of Trackers / Logs to monitor critical issues during the Design and Construction stages of the Project.
+ Agree on the progress measurement system (PMS) and key indicators with the consultants/contractors during the project for monitoring purposes.
+ Ability to communicate clearly to conduct presentations to management and interface effectively with a diverse group of professionals. Provide the reasoned & analytic response to the contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions.
+ Proper record keeping of project contemporary records.
+ Issue delay notices for the contractor's culpable delay and/or slow performance letters recording areas where the contractor's performance is behind the schedule.
+ Be able to manage a team of one or more planning engineers, providing them with technical and leadership skills.
**What Required Skills You'll Bring:**
+ Bachelor's degree in civil engineering or construction management from a recognized university/institution.
+ Minimum **10+ years** of experience in planning and scheduling in infrastructure projects.
+ Demonstrated expertise in major infrastructure projects, including the development or enhancement of **interchanges, highways, underpasses, bridges, and utility systems** .

**Job Description**
The Senior Planning Engineer will be responsible for the preparation, coordination, and monitoring of project schedules, ensuring effective planning, progress measurement, and forecasting throughout all stages of the construction supervision works. The role involves close coordination with the supervision team, contractor, and client to ensure that project milestones are achieved and potential delays are identified and mitigated in a timely manner.

**Job Description:**
Parsons is looking for an amazingly talented **Planning Engineer** to join our team. In this role, you will **perform planning and scheduling role on major RTA projects** .
**What You'll Be Doing:**
+ Review and convey Engineer's consent to the Contractors' Baseline schedule of works in line with Contract conditions, and using Parsons Recommended Practices.
+ Validation of compatibility of project resources for timely completion of the project.
+ Develop Master Schedule integrating multiple packages considering their interdependencies to identify and reflect the impact of one schedule/project on others.
+ Strong foreseeability to identify the potential risks/conflicts, and document them in the Project Risk Register.
+ Evaluate & verify the planning and scheduling information from the updated / progress schedules. Identify the potential areas of delay/slippage, highlight the critical events & suggest mitigation measures / corrective actions / robust recovery plan.
+ Exercise "What if" analysis to assess the time impact of each change, variation, and potential event at an early stage and provide alternative courses of action & advice before issuing instructions to contractors.
+ Prepare regular progress reports / monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion, and preparing presentations regarding the work's progress concerning interim and major milestones.
+ Detailed assessment of the claims including Extension of Time, Disruption, etc using leading delay analysis methodologies including time impact analysis & window analysis with the strong skill to demonstrate the contractor's concurrent delay.
+ Discuss, coordinate, and resolve the planning and scheduling problems with the contractor and the Employer.
+ Coordination with the Client to finalize the contractor's programs, reports, and claims.
+ Attending various meetings including kick-off, technical, service coordination, progress review, etc, providing valuable inputs, and preparing concise & precise minutes of meetings.
+ Preparation of Trackers / Logs to monitor critical issues during the Design and Construction stages of the Project.
+ Agree on the progress measurement system (PMS) and key indicators with the consultants/contractors during the project for monitoring purposes.
+ Ability to communicate clearly to conduct presentations to management and interface effectively with a diverse group of professionals. Provide the reasoned & analytic response to the contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions.
+ Proper record keeping of project contemporary records.
+ Issue delay notices for the contractor's culpable delay and/or slow performance letters recording areas where the contractor's performance is behind the schedule.
+ Be able to manage a team of one or more planning engineers, providing them with technical and leadership skills.
**What Required Skills You'll Bring:**
+ Bachelor's degree in civil engineering or construction management from a recognized university/institution.
+ Minimum **10+ years** of experience in planning and scheduling on relevant projects.
+ Successful applicants should have extensive experience in working on major infrastructure projects comprising **development / improvement of interchange, highway, underpass, bridge, utilities,** etc. coupled with an excellent overall understanding of the construction industry, along with TMS, interface and coordination requirements.
+ Proficiency in scheduling software, particularly Primavera P6.
+ Good written and oral communication skills.

**Qualifications:**
The Planning engineer must have relevant degree from recognized university and must have civil engineering background with a knowledge and work experience of not less than 10 years in design and construction programing/planning of similar projects. The Planning Engineer "in association with the resident engineer" shall develop the Project execution plan considering the proper engineering techniques and milestone sequences for the Project. He will set targets for activities based on each activity of a Project and ensure it meets DM's specifications and requirements. Planning engineers shall make estimations for timescales and costs using specialized design software packages (Primavera).
The major Planning Engineer role is monitoring "day-to-day" work progress for the Project and provide accurate weekly and monthly reports by swiftly communicating potential progress delays or project slippages. Tracking and analyzing field results is another key responsibility. Planning engineer continually makes comparisons between planned progress and actual progress and reports any differences to their lead project manager.
He also studies the impact of alternative approaches.

Job Purpose
The Planning Engineer will oversee the Project planning, scheduling and progress reporting process for the Water Transmission Scheme .
This is a PMC role, and there will be multiple Supervision Consultants and EPC`s appointed directly by the Client. The successful candidate will be responsible for overseeing planning and scheduling requirements on the large-scale water transmission project in Abu Dhabi. This role involves strategic planning, resource management, and collaboration with various stakeholders to meet project objectives, timelines, and budget constraints.
Job Responsibilities
+ Develop and maintain the master program schedule for all lots, ensuring alignment with project milestones and overall objectives.
+ Integrate schedules from DELIVERY CONTRACTORS, identifying interdependencies and ensuring consistency across disciplines and lots.
+ Conduct critical path analysis (CPA) and advise on strategies to optimize project timelines.
+ Monitor progress against the baseline schedule and identify variances, providing mitigation strategies to recover delays.
+ Prepare detailed planning reports, including dashboards and performance metrics for stakeholders.
+ Coordinate with package managers, construction teams, and contractors to ensure timely updates of the program schedule.
+ Support risk management by identifying schedule-related risks and proposing mitigation measures.
+ Facilitate schedule review workshops and provide technical guidance on best planning practices.
+ Candidate will assist in the preparation of weekly and monthly Progress Reports, that shall compare actual progress with scheduled progress for the overall project.
+ Manage all Contracted Parties for adherence to the current approved programmes, forecast any potential delays, advise on means of recovery/mitigation measures and make recommendations for Extensions of Time claims or penalties in the case of delays, in accordance with the requirements of the relevant contracts, for the Client's consideration.
+ Coordinate with project stakeholders, including clients, supervision consultants, contractors, vendors and regulatory authorities to ensure alignment and compliance with project requirements.
+ Oversee the development and implementation of project plans, schedules, and budgets.
+ Monitor project progress and performance, implementing corrective actions as necessary to address any deviations from the project plan.
+ Prepare and present regular project reports to senior management and the client, detailing progress, challenges and solutions, commercial status, risks etc.
+ Foster strong relationships with clients and other stakeholders to maintain project support and mitigate any concerns.
Qualifications & Experience
+ Degree in Engineering, Construction Management, or related field.
+ Certification in project planning and scheduling (e.g., PMISP, AACE PSP) is highly desirable.
