Job Summary:

Raytheon Emirates is seeking an experienced Program Manager to help support the capture planning and execution UAE industrialization projects. The role will work closely with RELs lead Program Manager functional resources located within REL and with other Raytheon businesses to optimize project execution draw on experience and maximize return. This position is in Abu Dhabi United Arab Emirates reporting to the Associate Director Program Management.

Responsibilities to Anticipate:

• Support the management oversight and execution of project activities to ensure head contract subcontract customer and internal company requirements are delivered on time and within budget.
• Ensure effective and efficient risk management production quality assurance budget and schedule controls are in place.
• Drive results by governing and maintaining the programmatic and performance management policies plans program controls and procedures and provide advice on the application of project management procedures and tools.
• Provide analysis and planning for budget scope milestones deliverables and integrated master schedule (IMS) with team leads and project stakeholders.
• Assist to document and maintain program plans and schedules measure and report on progress identify potential problems in sufficient time for corrective action to be taken and ensure the delivery of project commitments and milestones.
• Manage the Risk and Opportunity management process including review boards and mitigation plans.
• Perform as Cost Account Manager for cost and schedule including Earned Value Management and effective risk and opportunity management manage the variance analysis process and external reporting across all teams.
• Define develop and maintain customer reporting for all eligible offset credits. This includes regular customer reporting coordinating objective evidence and raising credit claims.
• Support capture bid and proposal efforts at REL liaising with Raytheon mission areas and functional groups.
• Lead specified business development including requests for tender proposal or information expression of interest and unsolicited offers.
• Drive continuous improvement by the design development and implementation of projects to create efficiencies within the company.
• Support an environment that promotes sharing of best practice information and collaborative behaviors.

Qualifications We Value:

We are seeking a highly skilled Program Delivery Assistant Engineer to join our team. In this role, you will oversee the construction, commissioning, and handover of substations, grid stations, STATCOM, and OHL projects.

About the Role:

This is a PMC role that entails overseeing multiple Supervision Consultants and EPCs from project inception to completion. You will ensure that all engineering, procurement, and construction activities are conducted efficiently, on schedule, and within budget while meeting the highest safety and quality standards.

Key Accountabilities

• Work closely with Group P&T product and engineering teams, DP World P&T Customer Portal product teams, and Group engineering and QA teams to crystallize scope and feature sets.
• Work with the Zodiac TOS team to align terminal process across customer and terminal operator domains.
• Establish schedules for delivery, track milestones and report on them.
• Have a full handle on the execution plan of large business programs end to end, in addition to being able to keep an eye on projects being handled by junior program managers.
• Build a strong rapport across multiple departments, resolve conflicts, and come up with ways to unblock projects by rallying the right set of people.
• Understand business objectives and be able to make trade-offs that will maximize business value, while minimizing delays.
• Possess enough domain and technical knowledge to be able to challenge viewpoints, and to be able to suggest alternatives.
• Act as an ambassador for DP World at all times when working; promoting and demonstrating positive behaviors in harmony with DP World’s Founder’s Principles, values and culture; ensuring the highest level of safety is applied in all activities; understanding and following DP World’s Code of Conduct and Ethics policies

• Bachelor's degree in Science, Engineering or Technology.
• MBA with Operations, Supply Chain & Logistics or E-commerce specialization a big plus.
• 8-10 years of program management experience in technology companies with background in port operations, shipping lines, international trade, ecommerce, & logistics.
• Strengths in problem solving, issue-resolution, ability to work in a deadline-driven work environment, attention to detail, and ability to multitask.
• Strong oral and written communication skills to influence others, as well as ability to think clearly, analyze quantitatively, and prioritize with sound judgement.

As a Cluster Program Management Head for the Middle East and Africa within the Global Real Estate (GRE) team, you will be responsible for providing holistic program management for all real estate-related deliveries in the subregion. You will act as a trusted advisor to Lines of Business (LOBs), partnering with functional leadership to deliver innovative real estate solutions. Your market knowledge and connectivity will be key in leveraging opportunities and supporting our strategic plans.

Job Responsibilities:

• Serve as the central point of coordination for major projects and strategic initiatives, working with Business Support Managers (BSMs), LOB leads, and Senior Control Officers (SCOs) to ensure comprehensive GRE delivery. Lead client reporting, meeting agendas, communications, and change management.
• Support the development of real estate and portfolio strategies through client engagement, preparation of strategy documents, and analysis of business workspace requirements including HLP vs seats and footfall analysis.
• Develop and maintain strong client relationships, acting as a trusted advisor to LOBs. Represent GRE in country management committees and forums and develop communication plans to align with LOBs and market initiatives.
• Coordinate with the property management team to ensure services are delivered in alignment with LOB clients' needs, focusing on a hospitality-driven, user-focused experience.
• Collaborate with the project management team to ensure projects are delivered on budget, on schedule, and to the required standards.
• Act as a key stakeholder in developing operational and capital budgets in coordination with the finance team and functional leads. Ensure effective financial reporting and analytics to improve cost and metrics for LOB clients.
• Develop resourcing plans and strategies for talent retention and attraction within the program management team. Advise internal teams on resourcing based on business operations and manage vendor partnerships to achieve program goals.

Required Qualifications, Capabilities, and Skills:

• Extensive experience in senior management and leadership roles within the corporate real estate industry, dealing with senior internal clients.
• A well-rounded experience across the different functions in corporate real estate to be more effective in representing one GRE to the clients.

An opportunity has arisen for a Senior Manager - Program Management to join Dubai Holding Land Estate. The main duties and responsibilities of this role:

• Develop and maintain an updated integrated master schedule for all projects in coordination with all Development Directors, business units and Consultants.
• Assist various business units in developing and updating their master schedule and program expenditure report (Cash Flow).
• Review with all business units all key & interface milestone/activities that need to be included in their projects for inclusion in the master program.
• Coordinate with all department projects to ensure that the integrated master program includes all key milestones & activities required at project level to perform the delivery of the project scope.
• Design, develop and prepare various presentations and reports utilizing best practice software such as Power BI and the like.
• Coordinate and meet with individual business units/Development Directors to ensure that progress of milestone/activities is in compliance with the baseline master schedule.
• Provide the required updated schedule information to be submitted to the concerned Authorities as and when required e.g. DEWA, Etisalat, etc
• Provide recommendations to business units and Development Directors on corrective actions when their project performance or results deviate from the agreed baseline master program.
• Assist the business units/Development Directors in compiling the monthly progress report which is submitted by the planning department to the executive management.
• Assist finance in compiling the monthly finance report (MFR) for key internal stakeholders.
• Maintain & develop program control system and Dashboard (PCS) and ensure all data is correct and updated.
• Review and control the consultants and sub-consultants baseline schedule, milestone activities and team activities that need to be included in the master plan program. Ensure to update the activity or milestone biweekly for management review.
• Provide consultants progress reports weekly.
• Prepare and develop appropriate detail summary for development control schedules.
• Coordinate and assist the budget team in preparation of the program to reflect the stages against the budget.
• Coordinate with the project team to include the construction timeline in the master plan for the project delivery cycle.
• Review and study the project procedure and timeline.
• Review with all business units the development procedures (lifetime) for the projects to improve the efficiency of the development stages.
• Provide analysis and insights into any risks or delays.

The ideal candidate for this position will have the following experience and qualifications:

• Project Planning / Scheduling experience across Master planning and infrastructure of projects , with 10 to 12 years.
• Significant experience of implementing complex phasing & planning strategies and projects, dealing with statutory and non-statutory planning processes
• Ability to provide technical support to all Departments for reviewing certain subjects related to Programme Control Methods.
• Practical experience in major real estate projects in the MENA/GCC region
• Consultant Background is preferred Implement complex planning strategies and projects, dealing with statutory and non-statutory planning processes across project lifecycle & values chain.
