The Stakeholder Manager will be responsible for identifying and managing relationships with key stakeholders associated with the rail project during the Design & Build (D&B) phase. This role involves developing and implementing a stakeholder management plan, ensuring stakeholders have visibility and input into the project, and maintaining alignment with project objectives. Guildhall is seeking a skilled Stakeholder Manager with experience working under Abu Dhabi Ports and familiarity with KEZAD’s processes. This role is critical for securing working permits, NOCs, and regulatory approvals for the Food Hub Project and Infrastructure Development in Abu Dhabi. Key Responsibilities: • Serve as the main point of contact between the project team and KEZAD, Abu Dhabi Ports, and other government bodies. • Lead the process of obtaining working permits and NOCs from relevant authorities. • Manage the preparation, submission, and tracking of all regulatory documentation. • Ensure compliance with KEZAD procedures and Abu Dhabi’s regulatory standards. • Collaborate with internal teams to gather required materials for approvals. • Report regularly on permit statuses and resolve any issues or delays.

• Bachelor’s degree in Civil Engineering, Construction Management, or a related field. • 3-5 years experience in stakeholder management within the UAE construction or infrastructure sectors. • Familiarity with KEZAD and Abu Dhabi Ports processes for permits and NOCs. • Strong communication and organizational skills. • PMP certification is a plus.

Job Description:

Parsons is looking for an amazingly talented Stakeholder Manager to join our team! In this role, you will be responsible for developing, managing, and executing stakeholder engagement strategies and the focal point to coordinate with the government authorities' representatives to facilitate the handing over, and issuance of permits and licenses.

What You'll Be Doing:

• Develop and implement a comprehensive stakeholder management strategy, ensuring effective communication and coordination across all project phases.

• Establish and maintain strong relationships with government authorities, municipalities, transport agencies, regulatory bodies, clients, and local communities to facilitate project approvals and compliance.

• Act as the primary liaison between the project team and external stakeholders, addressing concerns, feedback, and requirements.

• Organize and lead regular stakeholder meetings, workshops, and consultations to provide updates, gather input, and ensure alignment with project goals.

• Manage public relations efforts related to the project, developing communication plans to engage the community and address any concerns.

• Ensure compliance with all regulatory requirements, including environmental, safety, planning, and transportation regulations.

• Work closely with local and national government entities to obtain necessary approvals, permits, and licenses.

• Monitor policy changes, urban planning guidelines, and railway regulations that may impact the project, developing strategies to mitigate risks.

• Address and resolve permitting issues, land acquisition challenges, and right-of-way approvals in collaboration with legal and technical teams.

• Identify potential stakeholder conflicts and project risks, developing proactive mitigation strategies.

What skills You'll Bring:

• Bachelor Degree in Architecture, Civil or Mechanical Engineering

• 15+ years of experience in stakeholder management, public affairs, or government relations, within the rail sector.

• Arabic speaker preferred.

• Strong knowledge of UAE regulatory frameworks, transportation policies, and urban planning guidelines.

• Proven ability to engage with high-level government officials, municipalities, and transport authorities.

• Excellent communication, negotiation, and conflict resolution skills, with the ability to navigate complex stakeholder landscapes.

• Strong leadership, communication, and stakeholder management skills.

• Experience collaborating with contractors, consultants, and government entities on transport infrastructure projects.

What Desired Skills You'll Bring:

• Effective oral and written skills for client presentations, technical reporting, and internal + external correspondence; Ability to effectively present information to key stakeholders as required by the client.

• Understanding of the delivery process and the functions inherent to construction management of large-scale projects
