Can produce utilities drawings and cross sections.
Can use these software Autodesk Civil 3D and Bentley OpenRoads Utilities.

Role Overview:
Zutari is seeking a Senior Utilities Engineer/NOC Engineer with proven experience working on major infrastructure or development projects in Abu Dhabi. The ideal candidate will have strong technical knowledge of utility coordination, NOC approvals, and local authority processes (ADM, ADDC, ADSSC, Etisalat, Du, etc.).
This role will involve liaising with government authorities, service providers, and contractors to facilitate utility design reviews, approvals, relocations, and construction activities, ensuring compliance with regulatory and project requirements.
Responsibilities:
- Coordinate utility design approvals and NOCs with relevant authorities (e.g., ADM, ADDC, ADSSC, Etisalat, Du, Civil Defence).

- Track and follow up on submission statuses to ensure timely approvals and avoid project delays.

Requirements:
- Bachelor’s degree in civil engineering, Electrical Engineering, or related field.
- 10+years of relevant experience, with at least 3 years in Abu Dhabi on infrastructure or urban development projects.
- Strong knowledge of Abu Dhabi authority processes and standards (ADSSC, ADDC, Etisalat, etc.).

+ Performs surveillance of underground piping to ensure tightness, bedding, and grade.
+ Inspects and monitors piling installation to ensure location and bearing.
+ Validates piping systems, including P&ID checks and hydraulic or other pressure tests.
+ Inspects electrical installations to ensure proper grounding, circuit integrity, and adherence to statutory and customer regulations.
+ Performs continuing inspection of painting and insulation to ensure thickness and coverage continuity.
+ Provides general inspection on all construction labor and subcontracted tasks to ensure professional workmanship.
+ Verifies equipment alignment and balancing operations. Participates in the development of quality control reports and procedures
+ Participates in the development of job safety practices and in the preparation of safety reports.
+ May administer welder qualification tests.
+ Performs other responsibilities associated with this position as may be appropriate.
**What Required Skills You'll Bring:**
+ The ideal candidate should have a **Diploma/Degree** **in Civil Engineering.**
+ **Minimum 5 years of experience in construction supervision of infrastructure projects (Roads & Utilities), preferably in the UAE.**
+ Ability to read and interpret blueprints, construction specifications and processes related to civil inspection.
+ Must be able to read and interpret blueprints and construction specifications and be thoroughly familiar with construction related processes related to area of assignment.

Parsons is looking for an amazingly talented **Wet Utilities Lead** to join our team!
**Skills and Requirements:**
Team Management:
+ Lead the design of wet utilities services Covering water, drainage, sewage, Irrigation, Gas, and chilled water service lines.
+ Monitor team performance and initiate team development Plans.
+ Develop training Plans for the team and improve engineering solutions
+ Reinforce and optimize engineering design methods procedures and develop design workflows
+ Perform mid-year and end of Year evaluation for the team and set goals and objectives in line with Parsons Business Plan.
+ Foster a collaborative and innovative working environment to deliver high-quality engineering solutions.
+ To properly distribute workload for the team members and ensure that the team is working efficiently.
+ Work closely with design and technical teams, ensuring seamless collaboration across all project phases.
+ Act as a mentor to utilities teams, encouraging a culture of innovation, accountability, and professional growth.
Leadership and Strategy:
+ Provide strategic leadership, fostering innovation and excellence in project delivery.

Client Relationship Management:
+ Build and maintain strong relationships with our key clients to maintain organic growth.

+ Maintain a strong relationship with approving authorities
Operational Excellence:

+ To develop operation in the BIM Environment, thinking about processes and methods as well as engineering automation.
+ Work closely with Project Managers/Design Managers to resolve any existing or forecasted problems related to quality of work, schedule performance or productivity.
+ Provide technical writing, specifications, technical project biding support
+ Provide input to discipline staffing budget estimates and staffing assignment schedules on each project
+ Provide input to staff forecasting reports.
+ Promote Value engineering and design optimization implementation.
+ Has a strong experience in Water software's (Bentley, Infoworks etc.) and knowledgeable with GIS and BIM software's (Civil 3D, Navis Works, Revit Etc.)
What Required Skills You'll Bring:
+ Bachelor's Degree in Civil Engineering, Water Engineering, or a related Discipline; a Master's degree is preferred.
+ Minimum of 18 years of experience in water and utilities networks services, with at least 15 years of relative experience in a similar role.
+ Demonstrated ability to manage large, complex engineering projects
+ Proven ability for directing work involving complex technical situations
+ Possess a thorough knowledge of current technology and the capabilities and efficiencies of specific engineering software for use in completing engineering assignments
+ Demonstrable ability to work effectively with diverse teams of people, from contractors to local government officials
+ Excellent written and verbal communication skills in English
+ Proven expertise in managing large, diverse teams and delivering complex engineering projects.
+ Excellent client management skills with a track record of developing and sustaining client relationships.
+ Familiarity with regional regulatory frameworks and industry standards, international standards and Abu Dhabi QCC Standards.
+ Exceptional strategic leadership and decision-making abilities.
+ Ability to inspire, mentor, and lead diverse, multidisciplinary teams.
+ Exceptional interpersonal and communication skills.
+ Knowledge in Arabic Language (Speaking, reading and writing) is preferred
