**Job Description**
AECOM is seeking an experienced Utilities Engineerfor a major Roads and Bridges project located in Dubai. The Utilities Engineer will be a key member of AECOM's construction supervision team for RTA projects in Dubai, focusing on the supervision, coordination, and quality control of wet and dry utilities works. The role involves ensuring that all utility works comply with RTA standards, project specifications, and authority requirements, while maintaining strict safety and quality control on-site. The Utilities Engineer will coordinate closely with contractors, utility authorities, and the project team to ensure timely and compliant execution of works.
**Job Duties**
**Construction Supervision & Quality Control**
+ Supervise and inspect the construction of wet and dry utilities (water, sewerage, stormwater, irrigation, HV/LV cables, street lighting, telecom, and ITS works) to ensure compliance with approved drawings, specifications, and RTA standards.
+ Monitor the Contractor's work for adherence to approved method statements, quality plans, and safety procedures.
+ Review and comment on shop drawings, material submittals, method statements, and as-built drawings for utilities works.
+ Witness and verify utility testing and commissioning activities, ensuring conformity to standards.
+ Identify and report non-conformances, ensuring corrective actions are implemented by the Contractor.
**Coordination & Interface Management**
+ Coordinate with RTA, DEWA, Etisalat, DU, and other authorities to secure necessary NOCs, inspections, and approvals.
+ Liaise with Contractor's supervisory staff to review work sequences, schedules, and conflict resolution measures.
+ Ensure smooth utility diversions, protection works, and tie-ins to existing networks with minimal disruption to traffic or services.
+ Support the Resident Engineer in managing interface issues between utilities works and other construction activities.
**Project Documentation & Reporting**
+ Maintain accurate records of inspections, test results, and construction progress related to utilities works.
+ Prepare daily and weekly progress reports highlighting achieved milestones, delays, and any issues requiring attention.
+ Assist in the preparation of punch lists and closeout documentation for utilities works.
+ Monitor and report on Contractor's manpower, equipment, and resource allocation for utilities works.
**Technical & Problem-Solving**
+ Provide technical guidance to inspectors and junior engineers regarding utilities installation and testing.
+ Proactively identify potential conflicts in utility corridors and recommend mitigation measures.
+ Support value engineering reviews to optimize utility designs and construction methods.
+ Resolve site issues in coordination with the Resident Engineer and relevant authorities.
**Minimum Qualifications**
+ Bachelor's Degree in Civil Engineering or related discipline.
+ Valid UAE Society of Engineers membership preferred.
**Experience**
+ Minimum **10 years of relevant experience** in utility works for major infrastructure projects.
+ Minimum **5 years of experience in Dubai** , with proven track record in RTA projects.
+ Prior experience in coordinating with multiple authorities (RTA, DEWA, Etisalat, DU, DM, etc.).

**Job Summary:**
The **Inspector - Water** is responsible for monitoring, inspecting, and reporting on all water-related infrastructure works on-site to ensure compliance with approved designs, specifications, and quality standards. This includes inspection of potable water networks, transmission pipelines, irrigation systems, and associated appurtenances. The role involves close coordination with the contractor, consultant team, and relevant authorities to ensure timely execution of works in line with project requirements and regulatory guidelines.
**Key Job Duties:**
+ Conduct daily inspections of water infrastructure works, including ductile iron and HDPE pipe installations, valve chambers, thrust blocks, and related fittings.
+ Ensure all water-related construction activities comply with project specifications, drawings, authority standards (e.g., ADDC, ADWEA, or DEWA), and safety requirements.
+ Verify proper bedding, alignment, jointing, backfilling, and pressure testing of water pipelines.
+ Monitor and report on the progress of water network installations and ensure adherence to approved schedules.
+ Review and verify method statements, ITPs, material submittals, and shop drawings relevant to water works.
+ Raise non-conformance reports (NCRs) for any deviations from specifications or poor workmanship.
+ Coordinate with the contractor and utility authorities for inspections, approvals, and tie-ins.
+ Assist in preparing daily reports, site photographs, and inspection records.
+ Ensure redline markups and as-built information are correctly updated by the contractor.

We are seeking a highly skilled and experienced Technical Lead - Utilities to join our dynamic team in Dubai, United Arab Emirates. In this pivotal role, you will lead and oversee technical projects within the utilities sector, driving innovation and ensuring operational excellence.
The Technical manager will be responsible for planning work assignments, providing technical reviews, project and quality management and daily oversight and support to team, serving as an advisor within wet utilities. Requires a broad multi-disciplinary knowledge of engineering. Should be considered a subject matter expert in wet utilities field. Must possess excellent technical skills in pressurised and non pressurised utilities design.
**Team Management:**
Supports the Associate Director/ Director in implementing the overall discipline strategic goals. Supervises groups of engineers and technicians and coordinates the activities. Accountable for the team's utilisation targets. Ensures that project design teams comply with project execution plans, including design management, project management and BIM management plans, and adhered to throughout the project delivery process. Develops study and design procedures to facilitate high-quality, cost-effective work by the team. Provides input to the development of the engineering budget and schedule to meet requirements. May be required to participate in recruitment activities. Carries out performance reviews of the staff within the team and acts as a mentor. Able to monitor and track the budget for the overall project of their specific discipline. Focusses on team development and creating excellent team culture emphasizing on collaboration.
**Technical Excellence:**
Able to solve complex problems and provide solutions to wet utilities design such as potable water, sewage system, storm water, irrigation, district cooling, hydrology etc. Provide technical support to the team and act as main point of contact for other disciplines for all wet utilities related tasks. Able to undertake hand on design work as and when required.
Resolves issues or problems concerning conflicting requirements or complex coordination.
Excellent report writing skills, prepares technical specifications and completes feasibility studies and adds input and value to the designs. Performs quality control reviews of design calculations and drawings by following policies and procedures and serves as Lead Verifier, confirming that the technical approach satisfies the client scope of services and expectations. Contributes as an in-house expert on specific technologies or processes. Develops solutions to complex and challenging issues using engineering methodologies to define new procedures when needed. Independently evaluates, selects, and applies standard industry techniques to execute work assignments. Identifies and develops new processes that lead to improved efficiency or work quality. Liaises with authorities to obtain permits and approvals and to discuss technical advances.

A Utilities Site Inspector is responsible for overseeing the installation, maintenance, and compliance of utility systems on a construction site. These systems typically include water supply, drainage, sewage, electrical, gas, telecommunications, and other infrastructure services. The Utilities Site Inspector ensures that all utility works are executed according to approved designs, standards, and regulations while maintaining safety and quality. **What You'll Be Doing:**
+ Inspect the installation of utility systems, ensuring proper alignment, levels, and gradients.
+ Verify that all works comply with approved designs, specifications, and industry standards.
+ Monitor materials and workmanship to ensure top-notch quality.
+ Witness and verify system testing (e.g., pressure testing for pipelines, flow testing for drainage).
+ Oversee the commissioning of utility systems to ensure they are fully operational and meet project requirements.

**Utilities Engineer / Senior**
**Dubai, UAE**
Parsons is looking for an amazingly talented **Utilities Engineer / Senior** to join our team! In this role you will get to **perform a variety of engineering tasks by applying standard engineering techniques and analyses within a discipline.**
**What You'll Be Doing:**
+ Monitor progress of drawings and documentation for NOCs.
+ Coordination with the client dealings (both internal and external) and liaise with all government offices and service authorities in UAE for all technical queries and issues.
+ Track utilities NOCs and ensure all of them are completed on time.
+ Liaise with all relevant Agencies / Authorities and Client team to obtain necessary approvals and NOCs.
+ Attend co-ordination meetings and provide support during NOC process to the design team.
+ Participate in project design meetings and recommend improvements if needed.
+ Coordinate and collect information from relevant Agencies, third party consultants and contractors for all technical queries and issues, to prepare weekly and monthly reports, as well as design drawings for management and clients.
+ Attend project meetings and follow-up with outstanding tasks.
+ Complete additional duties as assigned.
+ Independently develops and/or supervises the creation of engineering products that meet customer quality requirements. This includes defining the problem, establishing the work scope, preparing the budget and schedule, planning the work, providing technical direction, and reporting the work status.
+ Typical products may include detailed calculations, drawings, procurement documents, design and installation packages, proposal evaluations, technical reports, and detailed analyses.
+ Provides support for other engineering activities as required.
+ May supervise one or more subordinates and provide input regarding performance.
+ May be assigned to a project or organizational team, or as a lead engineer for a specific discipline on a small to intermediate size project.
+ Provides input and technical guidance to CAD Designer/Drafters, Designers, and lower level Engineers working on the same project.
+ Performs other responsibilities associated with this position as may be appropriate.
**What Required Skills You'll Bring:**
+ A Bachelor degree in Engineering, with a minimum 8 years of related work experience
+ A minimum of 5 years experience within drafting
+ Good use of software such as Autodesk Civil 3D and MicroStation's in advanced level .
+ Can produce utilities drawings and cross sections in Both AutoCAD and MicroStation
+ Aware of the authorities standards and requirements
+ Must possess excellent oral and written communication skills
+ Proven experience in dealing and liaising with government authorities in Dubai and Northern Emirates, and their NOC system
+ Knowledge and work experience pipelines, connection Chambers and Pumping Station works, non-disruptive road crossings is required
+ Have full and complete knowledge of existing infrastructure Networks in the Emirates of Dubai
+ Familiarity with the local services authorities regulations, standards, and requirements
+ Experience in dealing with emergency works and ability to deal with the Public and coordinate with various infrastructure Authorities related to the Projects
+ Exceptional articulate communication skills both verbal and written
+ Experience advising client of best systems, materials, products and sustainability for irrigation/water feature systems
+ Strong computer skill and familiarity with CAD, Primavera P3, MS Office and other PC software packages typically associated with engineering is also required

+ Inspect day-to-day civil works related to **utilities (wet & dry)** including water, sewer, stormwater, irrigation, electrical, and telecom networks.
+ Supervise activities such as **trenching, pipe laying, duct banks, manholes, chambers, and backfilling** to ensure compliance with drawings and specifications.
+ Review contractors' **method statements, ITPs, and shop drawings** relevant to civil and utility works.
+ Verify setting out, levels, alignments, and materials used at site.
+ Monitor **progress, workmanship, quality, and safety** during construction activities.
+ Highlight non-conformances and issue **site instructions/NCRs** when required.
+ Coordinate with **Resident Engineer, Land Surveyor, and HSE Inspector** to resolve site-related issues.
+ Ensure compliance with **Abu Dhabi authority standards** (ADSSC, ADDC, TRANSCO, ADM, etc.).
+ Assist in reviewing and verifying **as-built drawings and handover documentation** .
+ Prepare daily/weekly inspection reports and maintain site records.

+ Previous **consultant/supervision experience** is mandatory.
