Job Description

**Purpose and Scope:**
The Contractor shall provide OM&R support for all generators, automatic transfer switched (ATS), synchronization gears and light carts, refueling support services to enable refueling of all operational generators on an ongoing basis. The Contractor shall provide inspections, maintenance as required. In addition, the Contractor shall perform facility management and maintenance and repair for fuel systems supporting facility stationery and emergency back-up generators.
**Essential Responsibilities:**
The Contractor shall use all USG provided generators, transformers, switchgears, fuel tanks, cabling and any other equipment needed to support the government's requests of spot generators providing prime power for mission requirements. Additionally, in order to minimize mission impact due to power outages caused by routine maintenance or unexpected equipment failure, the Contractor shall utilize USG provided back-up generators to meet the performance objectives of providing reliable and continuous prime power support and no scheduled power outages longer than one (1) hour.
The Contractor shall:
Install, remove, and operate electrical power generating and control systems, automatic or manual transfer switches and associated equipment with proper technical skills.
Check equipment for serviceability; position equipment such as gasoline and diesel engines, generators, switchgear, air compressors, and other power generating auxiliary equipment.
Check installed equipment to ensure compliance with publications, policies, and directives.
Inspect, test, and service component systems such as safety, fuel, lubrication, cooling, and air pressure, pumps, regulators, governors, and accessory equipment.
Observe and interpret instruments such as ammeters, voltmeters, frequency meters, synchro scopes, automatic temperature and pressure recorders, and engine oil, fuel, and coolant gauges.
Adjust engine generator systems to maintain proper voltage, current, frequency, and synchronization; synchronize multiple generators when needed.
The Contractor shall operate medium and low voltage generators as required. Operations of the electric generators include start-up, transfer of load, generation, and shutdown of all associated electric power equipment. Operations responsibilities include monitoring and adjusting generator and electrical output performance as required; ensuring adequate stores of fuel are available for continuous operation of the plants; switching operating generators to maintain electrical output while permitting servicing on generators taken off line. Duties include observation of key and critical operational parameters and taking appropriate measures in the event of out-of-tolerance conditions. For locations where generators are providing prime power, performance of these duties must be on a 24-hour a day, 7-day week shift schedule, if continuous power is required. The Contractor shall use technical orders, where applicable, and employ good commercial practices in all generator operations, including use of AFMAN , applicable UFCs, manufacturer instructions, industry standards, and environmental/occupational safety requirements.
Perform all other position related duties as assigned or requested.
**Minimum Position Knowledge, Skills, and Abilities Required:**
+ High school diploma or equivalent training/experience and a valid driver's license
+ Minimum of five (5) years' experience in the electrical power generation field
+ Ability to manage resources and activities devoted to installation, operation, maintenance, and repair of electrical power generating and control systems
+ Must have knowledge of: Principles of electronics and electricity, including generation, conversion, transformation, distribution, and utilization; types, capacity, and purpose of low voltage circuits, circuit breakers, switches (automatic/manual type), fuses, regulators, relays, instruments, and meters associated with electric generation and distribution; interpreting instrument and meter readings; wiring diagrams, schematics, drawings and technical publications; techniques of operating and maintaining internal combustion engines, generators, generating plants, distribution panels, and accessory equipment; use and purpose of test equipment; safety rules and practices; grounding practices, environmental policies; principles of management; and operation and repair of electrical power production systems
+ Must be power production journeyman or master technicians
+ Experience with operating and maintaining generators ranging from 5 to 4,300 kilowatts desired
+ Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.

The Contractor shall perform Preventive Maintenance (PM) and Corrective Maintenance (CM) support for Automated Fuel Handling Equipment (AFHE), Automated Tank Gauging (ATG), Independent Alarm Systems (IAS), Electronic Leak Detection (ELD), Overfill Protection Equipment (OPE), Hydrant Fueling Automation Maintenance (HFAM), Automated Fuel Service Station (AFSS) fuel systems and associated communication devices (modem and radio).
**Minimum Position Knowledge, Skills and Abilities Required:**
Three (3) years' experience and needs to be highly qualified in fuels. At a minimum, all contractors under this Appendix should have certifications on one of the following systems, ensuring all systems are covered, so as there is no system left unattended. Contractor personnel shall be qualified/certified by the manufacturer of the ATG, ELD, IAS, OPE, HFAM and/or AFSS equipment, when manufacturer qualification/certification exists. The Contractor must provide to the COR documentation to support the qualification/certification of personnel when requested. AFSS systems are installed at retail and bulk fuel distribution locations and track fuel transactions and maintenance services for military ground vehicles.
Work performed on AFHE equipment requires experienced Engineers, Subject Matter Experts and Computer Operators. At a minimum, should have certifications on one of the following systems, ensuring all systems are covered, so as there is no system left unattended. At a minimum, all contractors should have certifications on one of the following systems: Automated Fuel Handling Equipment (AFHE), Automated Fuel Service Station (AFSS), ATG (Automated Tank Gauging) Systems, Independent Alarm Systems (IAS), Electronic Leak Detection (ELD), Provide annual pipeline leak detection certification, as well as quarterly and periodic leak detection testing & technical support for installed Hansa and Vista leak detection systems, Leak Manager Support via installed Fuels Manager Defense (FMD) systems to provide certification and technical support for Varec Leak Manager, Hydrant Fueling Automation Maintenance (HFAM) or Overfill Protection Equipment (OPE). ATG Systems techs must have 3 years' experience, be knowledgeable, and (as required) certified within 30 calendar days of CTORD on the following ATG. Other systems include the following: Veeder Root TLS Series ATG System (Level 3 Veeder-Root certified), ENRAF 854 Servo ATG System, Independent Alarm Systems (IAS)-IAS Technician must have 3 years' experience, be knowledgeable, and (as required) certified, Scully Dynamic Self Check, Ronan Continuous Monitoring Systems, Electronic Leak Detection (ELD)- ELD Technician shall have 3 years' experience, be knowledgeable, and (as required) certified, Hydrant Fueling Automation Maintenance (HFAM)- HFAM Technician shall have 3 years' experience in the hydrant system automation which includes the Programmable Logic Controller (PLC), various operator interfaces, system parameter transmitters, flow switches, solenoids, motor operators, control valves, other control devices, and associated software. Must be capable of understanding and translating DoD hydrant system specifications in both verbal and written form and be responsible for overseeing hydrant system professionals during replacement, repair, diagnostics, or adjustment of individual components of the Hydrant Fueling System automation.
REQUIRED EDUCATION: A minimum of a high school diploma or equivalent. Military and/or technical training in fuel and/or water systems.
Must be able to obtain and maintain a SECRET Clearance. Note: US Citizenship is required to obtain a SECRET Clearance.

AFSS systems are installed at retail and bulk fuel distribution locations and track fuel transactions and maintenance services for military ground vehicles.

Work performed on AFHE equipment requires experienced Engineers, Subject Matter Experts and Computer Operators. At a minimum, should have certifications on one of the following systems, ensuring all systems are covered, so as there is no system left unattended. At a minimum, all contractors should have certifications on one of the following systems : Automated Fuel Handling Equipment (AFHE), Automated Fuel Service Station (AFSS), ATG (Automated Tank Gauging) Systems, Independent Alarm Systems (IAS), Electronic Leak Detection (ELD), Provide annual pipeline leak detection certification, as well as quarterly and periodic leak detection testing & technical support for installed Hansa and Vista leak detection systems, Leak Manager Support via installed Fuels Manager Defense (FMD) systems to provide certification and technical support for Varec Leak Manager, Hydrant Fueling Automation Maintenance (HFAM) or Overfill Protection Equipment (OPE). ATG Systems techs must have 3 years’ experience, be knowledgeable, and (as required) certified within 30 calendar days of CTORD on the following ATG. Other systems include the following : Veeder Root TLS Series ATG System (Level 3 Veeder-Root certified), ENRAF 854 Servo ATG System, Independent Alarm Systems (IAS)-IAS Technician must have 3 years’ experience, be knowledgeable, and (as required) certified, Scully Dynamic Self Check, Ronan Continuous Monitoring Systems, Electronic Leak Detection (ELD)- ELD Technician shall have 3 years’ experience, be knowledgeable, and (as required) certified, Hydrant Fueling Automation Maintenance (HFAM)- HFAM Technician shall have 3 years’ experience in the hydrant system automation which includes the Programmable Logic Controller (PLC), various operator interfaces, system parameter transmitters, flow switches, solenoids, motor operators, control valves, other control devices, and associated software. Must be capable of understanding and translating DoD hydrant system specifications in both verbal and written form and be responsible for overseeing hydrant system professionals during replacement, repair, diagnostics, or adjustment of individual components of the Hydrant Fueling System automation.

REQUIRED EDUCATION : A minimum of a high school diploma or equivalent. Military and / or technical training in fuel and / or water systems.

Must be able to obtain and maintain a SECRET Clearance. Note : US Citizenship is required to obtain a SECRET Clearance.

Work Environment, Physical Demands, and Mental Demands :

Works in a maintenance shop environment. Ability to travel domestically and internationally.
