What You'll Be Doing
- Policy Advocacy: Develop and implement government affairs strategies that support the company's objectives and growth, ensuring alignment with local and regional healthcare policies.
- Regulatory Engagement: Build and maintain relationships with government entities, healthcare regulators, and industry associations to stay ahead of regulatory changes, ensure compliance, and facilitate the approval of new products and therapies.
- Stakeholder Management: Act as the company's key representative in discussions with government officials and policymakers, advocating for policies that enhance patient access to innovative healthcare solutions.

Who You Are
- Experience: Minimum 10 years of experience in government affairs or regulatory roles, ideally within the pharmaceutical or healthcare sector.
- Regional Expertise: Strong knowledge of the Middle Eastern regulatory environment, particularly in the UAE, and experience working with government bodies and healthcare regulators.
- Advocacy Skills: Proven track record of advocating for policy change and managing high-level relationships with government entities and regulators.
- Leadership Skills: Exceptional leadership and stakeholder management abilities, with experience leading cross-functional teams and navigating complex regulatory landscapes.
- Strategic Thinking: Ability to anticipate regulatory changes, assess their impact on the business, and develop strategies to mitigate risks or leverage opportunities.
- Communication Skills: Excellent verbal and written communication skills, with the ability to interact effectively with senior government officials, industry stakeholders, and internal leadership.
- Education: Bachelor's degree in Public Policy, Law, or a related field. An advanced degree in Healthcare Policy, Public Administration, or a related area is preferred.

Purpose of the role
An exciting opportunity reporting to the Amgen Gulf GM to lead and deliver our Pharma Government Affairs strategy across priority brands and strategic projects, as well as coordinating Amgen's engagement with trade associations.
This is a highly visible role working with senior leaders across the business and requires the ability to understand the commercial implications of public policy.
The purpose of this role is to lead Governmental Affairs for Amgen Gulf, engaging with key healthcare stakeholders and policymakers in the Gulf and across sectors. The role will develop and execute engagement strategies with public policymakers, enhance Amgen's reputation, and establish relationships with trade associations. This role will build relationships with policymakers, develop advocacy plans to disseminate clear, well-cadenced policy and regulatory recommendations, and advocate on behalf of Amgen. Additionally, this role will be part of a community of advocacy leaders sharing policies, approaches, and best practices.
Key Responsibilities
Develop Stakeholder Engagement Approach:
- Develop policy positions and government affairs programs to deliver a favorable business environment and maximize patient access to Amgen medicines in the Gulf.
- Build stakeholder maps in consultation with VA&P Medical and BUs Leadership teams to ensure all interested parties are involved appropriately. Develop a clear approach to engaging with and influencing key stakeholders across the Gulf.
- Support and brief GM and LT leaders on external meetings.
- Gain buy-in of the approach and key messages from the LT and Extended Leadership teams.
- Report to VAP Lead and keep leadership informed of progress, challenges, and the effectiveness of strategies.
- Coordinate with other group teams and stakeholders to align tactics.
Analyze and Interpret Policies:
- Map policymakers and influences across sectors and authorities (MOHAP, DOH, DHA, ESH, EDE, PAG) with the V&A lead.
- Understand decision-making structures in each authority.
- Assess policies' potential positive or negative impacts on Amgen's business.
- Analyze policies and determine influence strategies and target audiences.
- Develop key messaging aligned with Gulf vision to influence policymakers and regulatory bodies.
- Cascade messaging internally to raise awareness and ensure proper dissemination.
Develop a Community of Advocacy Leaders:
- Build relationships with key advocacy leaders in the pharma sector.
- Create a community of practice for sharing best practices and supporting each other.
- Identify advocacy gaps in territories and work with local leaders to address them through capacity building or external support.
Communicate and Influence:
- Build external networks to support advocacy strategies.
- Develop a strong stakeholder network for Amgen Gulf.
- Identify enablers and blockers to strategy delivery.
- Assess influence impact across sectors and authorities, and coordinate actions to improve.
The Candidate
- 10-15 years of experience in pharma external affairs, with proven success. A related degree or master's is desirable.
- Passion for sustainability, pharma transformation, and stakeholder engagement.
- Proven ability to partner with and influence stakeholders across the Gulf.
- Strong external network, including policymakers and government agencies, with experience in delivering results.
- Experience managing public policy issues, navigating government structures, and advocating effectively.
- Experience working in a decentralized structure with diverse teams.
- Track record of developing advocacy and stakeholder engagement plans, building teams, and aligning advocacy efforts.
- Ability to translate business needs into policy positions and negotiate internally.
- Strategic thinker with the ability to analyze policies across authorities and sectors.
- Excellent communication, interpersonal, and leadership skills.
- Fluency in Arabic and English is essential.

This role will have a focus in the Africa region and will be tasked with enhancing the business value by positioning the organisation within government and society.
The Head of Government Relations & Public Affairs will have a robust understanding of the political environment and will be responsible for advising on political systems, government processes and will have awareness of key individuals within government and society within the region.
Key Responsibilities:
- You will be expected to deliver best quality policy, country and stakeholder analysis and engagement plans to develop and implement vigorous regional strategies.
- Be aware of political shifts and anticipate policy change, whilst identifying possible threats to the business from statutory, legislative, or other regulatory government action.
- To set up processes for collating, interpreting, and distributing key insights from government and related sectors to gain reliable intelligence to strengthen corporate business decisions.
- Understanding the different working practices of governments, embassies and associations whilst actively developing local resources in-region to support delivery of business objectives.
- Work across the organisation to ensure synergy with other business units, and collaborate with business leaders in their engagements, sharing best practices, advising on interpreting cultural nuances, and mitigating risks ensuring compliance of government and ethical standards.
The ideal candidate will have at least 12 years’ experience in a mix of strategic consulting, analytical, business, government/diplomatic and Government Relations or Public Affairs roles.
You will possess strong analytical skills, with demonstrated knowledge of governance and business control and regulatory frameworks as well as experience in crisis management.
Exceptional interpersonal skills, with proven experience working with stakeholders at all levels, both internally and externally is key, as well as an extensive political network within relevant bodies throughout African countries.
An excellent command of the English language (both written & spoken) and advanced level French would be a significant advantage.
