What are my responsibilities?

  • Lead and manage the installation of railway signaling systems, including planning, scheduling, and coordinating all installation activities.
  • Supervise and guide teams of installation technicians and subcontractors, ensuring adherence to safety and quality standards.
  • Provide technical expertise and support during the installation process, troubleshooting issues and ensuring compliance with design specifications.
  • Liaise with clients, project managers, and other stakeholders to provide updates on project progress and address any concerns.
  • Being able of reading project drawings, able to make quantification study from project documents (calculate required material quantity) and coordinate with Procurement +logistics department for ensuring correct and timely material delivery,
  • Prepare the required documents for installations (e.g. method statements)
  • Ensure "safety first" policy and mentality in the workplaces (Siemens EHS policies, of course)
  • Implement and maintain quality control procedures to ensure the highest standards of workmanship.
  • Ensure all installation activities comply with relevant health and safety regulations and company policies.
  • Maintain accurate records of installation activities, including progress reports, inspection records, and as-built documentation.

What do I need to qualify for this job?

  • Bachelor's degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, or equivalent.
  • Minimum of 5 years of experience as a railway signaling installation manager or in a similar role.
  • Proven track record of managing the installation of railway signaling systems, including axle counters, point operating systems, balises, asset protection systems, interlocking and energy cubicles, OMCC and BOCC panels and video walls, Central & Local APS controllers, RFID / RHTM / ABD / DED, and cable infrastructures.
  • Knowledge on testing and commissioning of ETCS L2 railways systems / supporting T&C team
  • Project Management Professional (PMP) or equivalent certification is preferred.
  • Familiarity with SMO products is preferred.
  • Strong attention to detail and commitment to quality.
  • Ability to troubleshoot and resolve technical issues efficiently.
  • Collaborative mindset with the ability to work effectively in a team environment.
  • Flexibility to adapt to changing project requirements and deadlines.
  • Fluency in both written and spoken English.

Responsibilities
  • Responsible for the design and development of signaling systems.
  • Develop and verify railway signaling installations across all design phases, including the technical execution project and execution details.
  • Coordinate with the signaling engineering team to prepare and execute work packages.
  • Ensure adherence to project deadlines, costs, and requirements, including when parts of the scope are delivered by external partners.
  • Assist in project execution, and in the verification and approval of technical documentation.
  • Responsible for implementing and documenting configuration management definitions and requirements within specified deadlines.
  • Facilitate execution through coordination across multiple functions, including engineering, business controlling, supply management, manufacturing development, and other relevant interfaces.
  • Drive project design, integrate with other subsystems, and validate system performance according to functional requirements, while meeting Quality, Cost, and Delivery (QCD) commitments.
  • Establish and provide standardized reports on product/project execution to line and project management.
  • Capable of working effectively in a matrix organization.
  • Responsible for project design, with a focus on product safety.
  • Create and present designs for internal and external design reviews.
  • Use SAP for the creation and release of Bills of Materials (BOM), drawings, technical specifications, and for managing change control processes.
  • Utilize DOORS and ComplyPro tools for effective requirements management.
Qualifications
  • Bachelor’s degree in Electrical, Electronics, Railway Engineering, or a related field.
  • Minimum of 5 years of experience in signaling design within international railway projects, preferably involving Siemens Signaling products.
  • Proven experience in communicating effectively with suppliers and customers, both internal and external.
  • Skilled in project management and technical documentation.
  • Proficient in using ProjectWise for document control and collaboration.
  • Strong technical expertise in railway signaling installations, testing, and commissioning.
  • Solid understanding of Telecom and Power systems, and integration of subsystems.
  • Familiarity with industry standards such as ETCS, IRSE, EN50126/8/9, and AREMA.
  • Experienced in computer-aided design using Autodesk AutoCAD.
  • Strong analytical and problem-solving skills.
  • Excellent communication and teamwork abilities.
  • Knowledge of safety-critical systems and fail-safe design principles.
  • Willing and able to travel to project sites, customer locations, and partner offices as required.

  • Ensure technical compliance by validating equipment positioning, performing signal sighting assessments, and reviewing project documentation.
  • Conduct regular safety briefings, monitor safety incidents, and implement proactive risk mitigation strategies.
  • Update and maintain safety procedures throughout project phases, ensuring adherence to regulations and internal standards.
  • Oversee mechanical and containment installations including cable trays, brackets, enclosures, and other supporting infrastructure.
  • Manage and close punch list items in close coordination with consultants, customers, and the QA/QC team.
  • Coordinate schedules, resources, and contractor interfaces to deliver a safe, technically sound, and fully compliant railway system that supports long-term regional mobility goals.
What do I need to qualify for this job?
  • You hold a Bachelor's degree in Electrical or Electronics Engineering.
  • You have 5+ years of hands-on experience in railway signaling installation, preferably with Siemens systems.
  • You're preferably a Siemens certified Installer and hold relevant certifications in Railway Safety, Quality Management and Technical Safety.
  • You bring proven experience in ETCS projects and IXL systems, including installation of outdoor components (signals, axle counters, transponders, point machines) and indoor equipment (IXL cabinets, OCC workstations, VCPs).
  • You are proficient in a wide range of installation activities including cabling (laying, termination, meggering, ferruling, labeling of SIG cables) and containment systems.
  • You're experienced with punch list resolution, redline/as-built documentation, and technical interface coordination.
  • You are knowledgeable in a variety of APS detectors such as HWD, DED, RFD, WILD, WMS, WIM, ML-VMS, AVI, HABD, and RFID systems.
  • You possess strong testing skills using Siemens tools and systems, including SICAS, Controlguide, and Trainguard.
  • This role requires flexibility for site travel, fieldwork, shift-based schedules, and on-call availability as needed for project delivery.
  • You hold a valid driving license for UAE, which is essential due to the nature of site-based mobility across project locations.
  • You preferably have hands-on experience in Etihad Rail Stage 2.
  • You are willing to be based full-time on-site in Al Ain, UAE, with flexibility for project travel as needed.

What are my responsibilities?

  • You will supervise and monitor on-site QA/QC activities, ensuring execution is aligned with project specifications, approved drawings, and relevant codes and standards.
  • You will prepare and maintain quality control documentation, including ITPs, checklists, inspection records, and support the creation of method statements for installation activities.
  • You will perform material inspections for signaling and asset protection equipment, review installation documentation and test results, and ensure compliance through regular audits and daily site visits.
  • You will oversee the handover process through Inspection Test Reports (ITRs), covering material inspections, installation works, and testing & commissioning sign-off.
  • You will drive quality improvement through root cause analysis, statistical reporting of NCRs, KPIs, CARs, and contribute to monthly monitoring of project quality KPIs.
  • You will support quality training as per the approved plan, promote continuous improvement, and evaluate contractors' site performance to provide feedback to Procurement and Quality Management.
What do I need to qualify for this job?
  • You hold a Bachelor’s degree in Electrical, Electronics, or Mechatronics Engineering.
  • You Understand quality management systems (ISO 9001) ISO 9001:2015 Internal Audit / Lead Auditor is mandatory
  • You have 3-5 years of experience in railway signaling projects with solid knowledge of signaling systems, railway safety, and quality standards.
  • You bring hands-on experience with QA/QC techniques including root cause analysis, quality audits, and preferably Six Sigma.
  • You demonstrate excellent communication, reporting, and analytical skills, with the ability to work independently across multiple project sites.
  • You are proficient in relevant digital tools.
  • You are willing to be based full-time on-site in Al Ain, UAE, with flexibility for project travel as needed.
  • You hold a valid UAE or GCC driving license.

Role Overview: Orbit International Survey Services LLC is seeking a skilled PLC & Substation Automation Engineer (Siemens Specialist) with proven expertise in Siemens SICAM PAS, SICAM A8000 RTUs (CP8022/CP8050), and WinCC SCMS. The role focuses on programming, configuration, testing, and commissioning of automation and control systems for high-voltage substations (765kV/400kV/220kV), with emphasis on protocol integration, network communication, and IED configuration.Key Responsibilities: Develop and troubleshoot Siemens PLC programs using TIA Portal (S7-1200/1500).Configure and integrate field devices with Modbus (RTU/TCP), Profinet, IEC61850 (GOOSE, MMS), IEC104.Perform FAT, SAT, and simulation testing for PLC/SCADA systems.Lead on-site commissioning (I/O testing, protocol validation, VFD setup, SCADA/EMS/DMS integration).Diagnose and resolve PLC, SCADA, and protocol issues in field or remote support.Prepare documentation: communication matrices, IED configs, test reports, backups.Support client training and system handovers.RequirementsBachelor’s/Diploma in Electrical, Electronics, Instrumentation, or Automation.3–6+ years in PLC programming and commissioning, with Siemens systems.Strong knowledge of industrial protocols (Modbus, Profinet, IEC61850, IEC104).Experience with Siemens TIA Portal, WinCC, SICAM tools, and IED gateway configuration.Familiar with diagnostic tools (Wireshark, IEC61850 test tools).Ability to read electrical drawings, signal lists, and SCADA point lists.Immediate joiners preferred.

  • Oversee adherence to internal policies and external regulatory requirements across all P&O activities. Ensure regular audits, documentation, and risk mitigation processes are in place and effectively managed across countries in the region.
  • Actively contribute to global Siemens P&O projects and communities, sharing regional insights and best practices while ensuring effective regional implementation of global programs. Represent the Middle East region in global forums and collaborate on cross-regional initiatives that advance Siemens' global people agenda.
  • Partner with country SI regional management to review, analyze, and act upon SGES (Siemens Global Engagement Survey) results, driving targeted initiatives that align with Siemens' people priorities.

Your Qualifications and Skills – Siemens Savvy and Regionally Aware!

  • You hold a degree in Human Resources Management, Business Administration, Finance, or a related field from a recognized university or college. Additional certifications such as PHR, SHRM, or CIPD are highly regarded.
  • You bring substantial professional work experience in the P&O/HR Management domain, with at least 7-10 years as a P&O Business Partner, ideally with experience supporting a regional or multi-country scope and change management program.
  • You bring passion and proven ability to drive initiatives that foster a growth mindset, empower people, promote psychological safety, and build a collaborative culture.
  • You thrive in a diverse, fast-paced, and dynamic regional work environment, bringing a strong team collaboration mindset to everything you do.
