Position Summary

JOB DESCRIPTION

The Staffing Assistant deliver best-in-class resourcing for our offices/practice areas. The Staffing Assistant will partner with MDs and practice leads, clients and new business opportunity leaders to provide full operational and strategic resourcing support, as required by the business, for multiple markets. This role is designed to add business value to the company by maximizing the efficiency and effectiveness of the process of deploying staff, yielding stronger utilization and realization, ensuring client needs are met, and driving retention by ensuring staff are meeting their professional development goals. The role will work closely with the Senior Staffing Associate, finance and talent teams to ensure open lines of communication on staff strength, areas of improvement and partner on developing recommendations for adjusting capacity to ensure the business is hitting its utilization and realization goals.

Primary Duties And Responsibilities
  • Oversee the strategic deployment of all staff across the offices and practice areas you support, ensuring alignment with a wide variety of skill sets and capabilities.
  • Support APCO in becoming more agile by placing the right people on the right projects at the right time to optimize headcount, increase utilization, and enhance employee engagement.
  • Drive medium- and long-term workforce planning for the offices and practices under your remit.
  • Understand the region's growth plans and strategic priorities, and align headcount planning accordingly.
  • Allocate teams with the appropriate balance of skills and experience, considering individual strengths, development areas, team dynamics, personalities, and client profitability.
  • Contribute to an efficient staffing process that results in balanced, optimized teams and a sense of fairness in workload and opportunity.
  • Be accountable to the Senior Staffing Associate for all deployment and planning activities, including resourcing for new business pitches and proposals.
  • Anticipate stakeholder concerns and provide strategic advice and support to address them.
  • Deliver long-term, sustainable resourcing solutions while balancing short-term business needs.
  • Proactively address global supply and demand challenges and opportunities in deployment, collaborating closely with resourcing peers.
  • Communicate regularly with the Senior Staffing Associate, MDs, practice leads, and finance and talent teams to optimize staffing and explore innovative sourcing strategies, while flagging any resourcing risks.
  • Foster positive working relationships and promote collaboration across the firm.
  • Understand the individual development goals of staff and align deployment opportunities to support their growth.
  • Promote the use of key resourcing systems to enable effective and efficient staffing outcomes.
  • Analyze data to identify trends, make connections, and uncover opportunities to improve profitability, while advising the business on resourcing strategies.
  • Balance the needs of multiple stakeholders to deliver outcomes that build strong relationships and support both individual and business goals.
  • Recognize potential conflicts early and work to resolve them through appropriate support and escalation when necessary.

Requirements
  • Hold a degree in Business Administration, Human Resources, or a related field.
  • Demonstrate a strategic and forward-planning mindset with strong commercial awareness.
  • Bring 1–2 years of relevant experience; agency or management consulting experience is a plus.
  • Understand and empathize with client demands and expectations.
  • Promote resource management as a key business partner contributing to organizational success.
  • Reside in Dubai or be willing to relocate.
  • Be willing to travel as required.
  • Be open to working additional or irregular hours as needed and permitted by local regulations.

Key responsibilities

Overall Function Leadership

  • Act as the primary point of contact for the MEA regional leadership, Partners and Principals, and key business partners as well as other global stakeholders in all matters Staffing & Operations
  • Lead, coach and support developing a team of currently 8 Staffing team members across different levels of seniority and shared People Experience team of 3
  • Support the regional and unit leadership, the ME staffing sponsor and the global staffing director in the ongoing Staffing Initiatives within the Kearney ME unit
  • Organize and lead regular communication across all Staffing topics and stakeholders

Resource Allocation

  • Lead effective staffing of all billable resources (incl. of management consultants, several specialist groups and associated consultants) to billable and non-billable activities to optimally balance client requirements, consultant staffing preferences and firm economics
  • Resolve complex staffing conflicts and act as the key escalation point
  • Implement and ensure compliance with staffing policies, processes, and tools
  • Lead the adoption and effective use of digital tools (SAP, Power BI, CV/Expert trackers)
  • Lead Imports + program in Middle East

Business planning & Capacity Management

  • Partner with Finance to maintain an accurate and up-to-date project pipeline and revenue forecast
  • Collaborate with HR to design and implement capacity management tools that align workforce planning with business demand.

Utilization and Realization Management

  • Develop and implement appropriate transparency, analytics and reporting tools to measure regional utilization, realization and profitability levels across billable resources and practices
  • Create mechanisms to improve realization and reduce revenue leakage
  • Ensure timesheet compliance with all billable staff

Management of unbillable resources

  • Implement tracking and analytics to evaluate the ROI of non-billable consultant activities (e.g., business development, internal projects, capability building)

People Experience, Talent Development and Retention

  • Co-lead the development of our People Experience streams and vision in collaboration with our Region Talent Director
  • Support the full consultant development lifecycle, from onboarding and rotations to retention and satisfaction
  • Execute measures to improve consultant well-being and implement feedback loops via surveys and other tools

Staffing Initiatives: Drive key initiatives that include:

  • ME Staffing transparency tool development
  • Staffing process optimization
  • Discount and timesheet compliance frameworks
  • KPIs implementation and monitoring

    • Proven track record of managing and growing client accounts in a competitive staffing environment.
  • Education :
    • Bachelor's degree in Business Administration, Human Resources, or a related field (preferred).
  • Skills :
    • Deep understanding of the Dubai IT market, including its dynamics, industries, and recruitment practices.

About the job

As the Staffing Director for our Dubai office, you will lead the full consulting staffing cycle for the Kearney MEA region, encompassing 700+ billable consultants across 7 offices. This role is critical to balancing client needs, consultant development, and business priorities by ensuring optimal deployment of resources, operational efficiency, and talent sustainability .

Reporting directly to the MEA Regional Leader and Global Staffing & Operations Director. This role will also have key interfaces with:

− Practice leaders, Partners and Principals

− HR, People Experience and Talent Development Teams

− Finance function

This role is an 8-month fixed term contract to provide maternity cover.

Key responsibilities

Overall Function Leadership

  • Act as the primary point of contact for the MEA regional leadership, Partners and Principals, and key business partners as well as other global stakeholders in all matters Staffing & Operations
  • Lead, coach and support developing a team of currently 8 Staffing team members across different levels of seniority and shared People Experience team of 3
  • Support the regional and unit leadership, the ME staffing sponsor and the global staffing director in the ongoing Staffing Initiatives within the Kearney ME unit
  • Organize and lead regular communication across all Staffing topics and stakeholders

Resource Allocation

  • Lead effective staffing of all billable resources (incl. of management consultants, several specialist groups and associated consultants) to billable and non-billable activities to optimally balance client requirements, consultant staffing preferences and firm economics
  • Resolve complex staffing conflicts and act as the key escalation point
  • Implement and ensure compliance with staffing policies, processes, and tools
  • Lead the adoption and effective use of digital tools (SAP, Power BI, CV/Expert trackers)
  • Lead Imports + program in Middle East

Business planning & Capacity Management

  • Partner with Finance to maintain an accurate and up-to-date project pipeline and revenue forecast
  • Collaborate with HR to design and implement capacity management tools that align workforce planning with business demand.

Utilization and Realization Management

  • Develop and implement appropriate transparency, analytics and reporting tools to measure regional utilization, realization and profitability levels across billable resources and practices
  • Create mechanisms to improve realization and reduce revenue leakage
  • Ensure timesheet compliance with all billable staff

Management of unbillable resources

  • Implement tracking and analytics to evaluate the ROI of non-billable consultant activities (e.g., business development, internal projects, capability building)

People Experience, Talent Development and Retention

  • Co-lead the development of our People Experience streams and vision in collaboration with our Region Talent Director
  • Support the full consultant development lifecycle, from onboarding and rotations to retention and satisfaction
  • Execute measures to improve consultant well-being and implement feedback loops via surveys and other tools

Staffing Initiatives: Drive key initiatives that include:

  • ME Staffing transparency tool development
  • Staffing process optimization
  • Discount and timesheet compliance frameworks
  • KPIs implementation and monitoring
