Job Description

Provide first line support to line manager Insurance to ensure adequate, efficient and cost effective insurance cover for company's personnel, assets, earnings, liabilities and environment. Provide support on all technical insurance matters consistent with ADNOC Group Corporate Risk Management and Insurance Policy and Program.

Job Specific Accountabilities
  • Assist insurance line manager Insurance by studying and recommending changes that will enhance the policies coverage based on risk management studies, loss exposures (Estimated Maximum Losses) and requirements in accordance with ADNOC Corporate Risk Financing and Retention.
  • Revise and update indemnity and insurance clauses, insurance articles, contractors' policies and other various agreements to ensure that they are in accordance with Group Standard Indemnity and Insurance conditions.
  • Update policy wording for both blanket and project policies by monitoring and keeping up to date with trends in the local and international markets.
  • Meet and liaise closely with surveyors and adjustors who may be appointed by the Insurers and their reinsurers.
  • Monitor and review the periodic claims status, statistics, loss ratios and profit sharing if any, etc.
  • Provide support in the preparation, negotiation and technical adjustments of claims in different policies.
  • Assist the insurance line manager to develop, promote and monitor claims procedures.
  • Provide advice and technical assistance on different insurance issues.
  • Conduct and coordinate technical evaluation of tenderers for the different insurance contracts.
  • Assist insurance line manager in preparation of tenders, negotiation and placing of cost effective blanket and direct insurance policies.
  • Follow up and coordinate finalisation of outstanding claims by collecting necessary documentation. Ensure settlement of claim by the insurer.
Generic Accountabilities
  • Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
  • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
  • Provide input for preparation of the Department/ Section budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
  • Investigate and highlight any significant variances to support effective performance and cost control.
  • Implement approved Department / Section policies, processes, systems, standards and procedures in order to support execution of the Department / Section's work programs in line with Company and International standards.
  • Comply with all applicable legislation and legal regulations.
  • Contribute to the achievement of the approved Performance Objectives for the Department / Section in line with the Company Performance framework.
  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.
  • Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices
  • Provide inputs to prepare Section MIS and progress reports for Company Management
Minimum Qualification
  • Bachelor's degree in insurance or equivalent.
  • Professional Qualification e.g. Member of the Institute of Chartered Insurance.

  1. A. Strategy and Planning:

    • Direct and lead the development and implementation of the department related policies, systems, procedures manual, Delegation of Authority, system user manuals and standard forms to ensure compliance across the Authority and alignment with ADAA's overall policies and procedures.

    • Ensure effective cascading of the sector strategy into the department's strategic and operational plans to achieve ADAA's overall objectives.

    • Develop and direct the implementation of the department strategic, budget and procurement, and operational plans, and monitor corporate performance ensuring alignment with the sector strategy, ADAA's vision, mission and corporate objectives.

    • Oversee and lead the development of IT governance framework covering IT services, IT risk management, and IT compliance in line with industry's best practices and standards to support ADAA's overall strategy.

    • Direct the development and maintenance of the IT Strategy to guide best practices adoption and ensure ADAA's operational and security concerns are addressed with the executives.

    • Oversee and direct the design, development and communication of IT policies, procedures and operational standards in accordance with industry's best practices and ensure implementation across ADAA to achieve maximum efficiencies and synergies in IT applications.

    • Oversee the planning, implementation and maintenance of IT infrastructure and applications to ensure that all necessary systems are in place to meet the requirements of operations.

    • Oversee and lead the process of identifying and documenting all IT related needs from different users at ADAA and liaise with external vendors to develop solutions and ensure accurate design architecture of the necessary IT systems.

    • Manage the identification of potential integration needs with the IT systems / applications / databases of external stakeholders to ensure effective flow of information.

    • Drive proactive identification of opportunities and risks for delivering services through technology, identification of opportunities for innovation, and assessment of obstacles and technical hurdles to the business success.

    • Ensure the adherence to IT project methodology and framework to ensure projects are executed within the quality, time, and approved costs.
    IT Applications:

    • Ensure all major systems, applications, networks, and hardware are operating and maintained cost-effectively, and meet defined service levels agreements (SLA) and standards, as well as the defined user and business needs.

    • Lead the effective provision of application support and live troubleshooting of IT systems and applications by managing the team activities, including third-party vendors, to ensure satisfaction of internal and external customer whilst maintaining uninterrupted operations.

    • Direct the monitoring and verification of effective operation and maintenance of systems and applications including IT systems, enterprise applications, hardware, daily backup, server management, etc. to avoid any business disruptions.
    IT Infrastructure and Workplace:

    • Drive and build relationships with contractors and vendors and review their performance periodically to ensure that ADAA receives high quality IT services in accordance with defined SLAs.

    • Ensure that the development, provisioning, and maintenance of appropriate technologies is aligned and consistent to business requirements and strategies.

    • Ensure that ADAA's systems and infrastructure provide the up time based on industry standards and aligned with ADAA's business continuity requirements.

    • Oversee and perform quality assurance activities related to the performance of IT systems, review and provide reports regularly on application performance.

    • Lead the implementation of disaster recovery plans, in coordination with other IT teams, when required to safeguard and protect all IT operations.

    • Direct the compliance to service level agreements with the external vendors for hardware and software and monitor the performance of vendors in line with the service level agreements and takes remedial action.

    • Ensure the implementation of effective measures for data integrity, security, and access control to ensure confidentiality and protection of data.

    • Ensure adherence with software licensing laws (Abu Dhabi System & Information Centre).

    • Direct the development of the information technology project management framework and quality standards across the entity.

    • Provide subject matter expertise and facilitate audit of detailed documentation of security policies, procedures, standards, and documentation.
  3. C. Talent Management and Development:

    • Direct the effective achievement of department operational goals through effective leadership and by setting department objectives, managing performance within the department, and developing and motivating the team to maximize performance.

    • Oversee and lead talent development initiatives in coordination with the Human Resources Department and discipline experts and thereby ensure the availability of talent to fit ADAA's requirements.

    • Act as a role model and ensure the team adheres to organizational values and ethics to establish a value-driven culture within the Authority.

    • Share professional expertise and knowledge to build internal intellectual capital and facilitate knowledge sharing across the Authority.

    • Manage, mentor, guide and coach section heads by using effective leadership strategies, providing directions and ensuring proper execution of all initiative undertaken by ADAA to the highest standards.
  4. D. Corporate:

    • Oversee and direct periodic organizational structure change and to ensure optimal resource utilization.

    • Direct change management through continuous improvement of department systems, processes and practices taking into account global standards and changes in the business environment, which demand proactive action plans.

    • Ensure that all department reports are prepared timely and accurately and meet ADAA requirements, and quality standards.

    • Oversee department adherence and compliance with all ADAA corporate policies, procedures and guidelines (HR, IT, Procurement, Finance, Health and Safety etc.) and code of business conduct.
  5. E. General:

    • The level of performance should reflect the academic qualification, type of courses in the field of specialization, employee job level, and the level of productivity.

    • The academic and professional certificates required and approved by ADAA should be acquired within the period specified and based on the employee's Individual Development Plan.

    • Perform the task and responsibilities independently unless an approval or directive was obtained to delegate the task to other employees in case of incapability to perform the tasks and responsibilities.

    • Ensure teamwork, collaboration and dedication in performing duties.

    • Showcase a strong leadership to the team members.

    • Knowledge and awareness about the capabilities of the subordinates and showcase a strong knowledge in the field of specialization.

Requirements

Minimum:

  • Oversee the maintenance and optimization of IT infrastructure, including networks, servers, storage systems, and data centers, ensuring performance and security.
  • Manage the development and deployment of IT systems and applications that support AMF operations, ensuring reliability, scalability, and continuous improvement.
  • Implement and manage security measures to safeguard data and IT operations against cyber threats, unauthorized access, and breaches.
  • Ensure IT activities comply with regulatory standards and global best practices while enhancing IT governance frameworks to support organizational policies.
  • Develop and maintain disaster recovery and business continuity plans to ensure quick restoration of IT services after disruptions, aligning with organizational priorities.
  • Conduct regular risk assessments to identify vulnerabilities in IT systems and implement effective mitigation strategies.
  • Monitor and manage IT expenditures to ensure optimal use of financial resources while demonstrating fiscal responsibility.
  • Oversee IT service delivery to align with business needs, enhancing user experience and service efficiency.
  • Engage with internal and external stakeholders to align IT initiatives with organizational objectives and user expectations.
  • Contribute to the design and execution of the IT Division's strategy and roadmap to support the objectives of the Support Services Department.
  • Align IT Division plans with AMF's strategic goals and provide input to Support Services' objectives.
  • Ensure the achievement of IT Division's strategy, objectives, and KPIs within the assigned responsibilities.
  • Develop and share regular progress reports with stakeholders in compliance with reporting requirements.
  • Participate in the IT Division's budgeting cycle and provide insights for effective resource allocation.
  • Ensure optimal utilization of the Division's budget, monitor financial performance, and report challenges.
  • Support the Fund's technical assistance programs in IT specialization for Arab countries.
  • Recommend and oversee improvements to IT policies, procedures, and controls to ensure compliance with procedural and legislative requirements while maintaining high-quality and cost-effective results.
  • Encourage and support continuous improvement of systems, processes, and best practices, focusing on efficiency, cost reduction, and productivity gains.
  • Monitor daily IT operations to ensure compliance with established policies and procedures.
  • Conduct regular reviews of IT business process manuals, identify improvement areas, and propose updates to enhance efficiency.
  • Stay updated on emerging technological advancements, assess their impact, and explore innovation opportunities to strengthen the Fund's IT capabilities.
  • Establish and maintain collaborative relationships with internal units (e.g., departments / divisions) and external stakeholders (e.g., vendors) to support IT Division objectives.
  • Stay informed on market trends, business opportunities, and regulatory developments to enhance stakeholder management capabilities in line with AMF's strategic goals.
  • Manage vendor relationships to ensure service quality, contractual compliance, and cost-effectiveness, particularly for IT infrastructure and licensing continuity.
  • Strengthen collaboration between IT and other departments to ensure alignment, integration, and effective utilization of technology.
  • Lead and support the IT team in performing operations in adherence to established policies and procedures.
  • Work with HR to recruit and retain talent aligned with IT strategic objectives and business needs.
  • Define performance objectives, provide coaching and support, evaluate team members, and deliver constructive feedback to enhance skills and capabilities.
  • Foster a high-performance work environment that reflects AMF's values and promotes a results-driven culture.
Qualifications and Requirements
  • Minimum of 10 years of progressive experience in IT management, with a focus on IT operations, cybersecurity, and enterprise architecture—preferably in a financial institution, government body, or central bank.
  • Proven ability to lead cross-functional IT teams and implement secure, scalable technology solutions in alignment with business and regulatory priorities.
  • Bachelor's degree in computer science, Information Technology, or a related field.
  • Master's degree in information technology, Cybersecurity, or equivalent is preferred.
  • Professional certifications such as CISM, CISSP, ITIL, TOGAF, or PMP are strongly preferred.
  • Excellent communication and writing skills in Arabic and English. French, as a third language, is a solid advantage
