**Description:**
The HSE Officer will be responsible for ensuring compliance with all health, safety, and environmental regulations and policies at our project sites. The successful candidate will have a strong understanding of HSE principles and practices, excellent communication and problem-solving skills, and the ability to work independently and as part of a team.
Key accountabilities for this position include but are not limited to:
Responsible for overall site Safety health and environment management.
Shall prepare site safety plan & procedures for site and implement safety policy.
Shall conduct safety meetings at least once every month and conduct the site safety Audit and report that to the management.
Health and safety supervisors conduct safety Training and other necessary training as fit by the management.
Conducts daily, weekly, and monthly safety inspections and documents them for reference.
Consult with workers and management on the best approach to deliver a safe working environment for all workers.
Conduct risk assessment program for the site work activities.
Conduct Audit for the site, contractor and sub-contractor, Raise NCR, Accident, Incident Report.
Client Service Management
- Internal and external client liaison
- Ability to build and maintain safety environment at site.
- Experience in infra project HSE supervision Management.
Follow safe work practices and adhere to company guidelines and policies for planning and executing work in a safe manner.
- Complete all work in line with Stantec Core Values and in accordance with the Stantec Quality Systems and Project Quality Procedures.
- Maintain the health and safety environment at workplace.
**Qualifications:**
Bachelor's degree/Diploma in Engineering, Environmental Science or equivalent.
Minimum of 12 years of experience in Operations & Maintenance, preferably in Pumping Station, Construction rehabilitation work and Wastewater background.
NEBOSH IGC level 3 is mandatory and other HSE related Diploma certification. Abu Dhabi Public Health Center Practitioner Course.
Strong knowledge of HSE regulations and best practices, particularly in the UAE & Abu Dhabi.

About the Rolewith Offshore Transportation and Installation Experience
With particular reference to following activities in shallow water (S-Lay / Jacket / Deck / Cables / Structures installation) to:
• Prepare complete engineering Installation package (installation procedures / rigging drawing / check list dossier / trial lift & load out procedures etc.)
• Follow up all the Interfaces with Installation analysis team (naval eng. / structural eng. / pipelay analysis eng.) including input & deeply review of analysis / design report.
• Follow up operation phase (including temporary items material procurement, vessel mobilization, subcontractors contracts etc.)
• Follow up onshore & offshore operation to provide technical assistance (project side) vessel management team during mobilization / testing & installation phase.

- Master’s degree in Mechanical/Civil (preferable) or other Engineering degree
- Minimum 5-10 years in Installation engineering (including operation follow up / offshore & yard experiences)
- Office package (including Microsoft Project) + good knowledge of main offshore T&I codes (DNV/API etc.)

Summary:
The HSE Engineer is responsible for overseeing and ensuring compliance with health, safety, and environmental (HSE) standards at the project site. This role involves providing both administrative and operational site control, monitoring HSE requirements, and enforcing company and regulatory safety policies. The engineer will conduct risk assessments, safety audits, and incident investigations while promoting a strong safety culture among site workers. Additionally, the role requires identifying and mitigating site hazards, ensuring compliance with IMS (Integrated Management System) , and supporting HSE-related training and reporting activities.
Responsibilities:
Implement and enforce HSE policies, procedures, and regulations at the site.
