Position Summary

The Global Studies University, Sharjah, UAE, is seeking an experienced and strategic Chief Financial Officer to lead and oversee the Finance and Procurement division. This senior leadership role will be responsible for developing and managing the departmental budget, establishing and operationalizing the Finance and Procurement divisions, and ensuring compliant and effective management of funds from grants, donations, and sponsorships. The role will also be responsible for setting up the different positions with the Finance Unit.
The ideal candidate will combine financial acumen with strong leadership and planning skills and possess a thorough understanding of the budgeting, accounting and procurement functions within academic institutions. The ideal candidate will play a critical role in guiding the organization’s financial health, stability and sustainability, while aligning operations with institutional and strategic goals as well regulatory frameworks. The position will also be responsible for all dealings with the Government and the University’s Board of Trustees for all the finance related matters.

Key Responsibilities
  • Budgeting and Financial Planning:
    • Lead the annual budgeting process, including forecasting, planning, and reporting
    • Monitor and control departmental expenditures in alignment with institutional and project budgets
    • Provide regular financial reports to senior leadership and stakeholders
    • Advise on long-term financial planning and sustainability
  • Finance and Procurement Management:

Professional Experience
  • Minimum of 9 years’ experience as a finance manager of a finance department with at least 4 years in a leadership role within a university, higher education institution, or similar organization
  • Experience working in the UAE’s regulatory environment and financial practices is preferred
  • Proven experience in developing and managing budgets, financial reporting, and compliance in an academic or large organizational setting
  • Demonstrated experience in budgeting, financial planning, and procurement management
  • Strong knowledge of financial regulations, grant compliance, and procurement practices.
  • Proven leadership and team management abilities

Key Responsibilities

Strategic Planning

Role Overview

We are seeking a seasoned and strategic CFO to lead financial planning analysis and control across the fragrance and packaging divisions. The CFO will play a pivotal role in shaping financial strategy ensuring regulatory compliance managing risk and driving sustainable growth. As a key member of the leadership team this role partners closely with business heads and senior management to support informed decisionmaking and optimize overall financial performance.

The ideal candidate will be handson detailoriented and forwardthinking with strong business acumen leadership capabilities and a proven ability to align financial operations with longterm business goals.

Key Responsibilities

  • Strategic Financial Planning & Budgeting
  • Lead the development and execution of annual budgets longterm financial forecasts and business plans.
  • Align financial strategy with business goals ensuring strong cost control profitability and investment planning.
  • Prepare timely and accurate financial reports including income statements balance sheets and cash flow analyses.
  • Analyze financial performance against KPIs and provide actionable insights to support commercial decisions.
  • Present financial updates to senior leadership and stakeholders.
  • Monitor and manage cash flow to ensure operational liquidity and financial stability.
  • Oversee treasury functions including banking relationships payment cycles and investment strategies.
  • Optimize working capital by closely managing receivables payables and inventory impact.
  • Ensure compliance with local and international financial regulations tax laws and reporting standards (e.g. IFRS).
  • Liaise with external auditors tax advisors and legal consultants for audits and regulatory matters.
  • Identify financial risks and implement appropriate controls and mitigation strategies.
  • Partner with procurement operations and sales to monitor product cost structures and optimize margins.
  • Drive continuous improvement in financial systems reporting tools and internal control frameworks.
  • Lead and mentor the finance team across accounting reporting and planning functions.
  • Foster a performancedriven culture and build financial capabilities across the department.

Qualifications & Experience

  • Mandatory Expertise:
  • Proven experience in leading finance departments in manufacturing packaging FMCG or beauty/cosmetics industries.
  • Strong command of financial strategy analysis controls and reporting in a midsized or multinational environment.
  • Minimum of 1012 years of progressive experience in finance with at least 5 years in a senior leadership role in trading environment.
  • Experience managing crossborder financial operations group consolidations and multicurrency environments.
  • Bachelors degree in Finance Accounting or Business Administration.
  • Professional certifications such as ACCA CPA CA or CMA are mandatory.
  • MBA or advanced business/finance degree is an advantage.
  • Deep understanding of accounting standards (IFRS) financial controls and regulatory frameworks.
  • Proficiency in ERP systems (e.g. SAP Oracle Odoo) and financial planning tools.
  • Strong analytical skills and business insight to drive commercial and strategic decisions.
  • Excellent communication and presentation skills to engage both financial and nonfinancial stakeholders.
  • High integrity and ethical standards in managing company resources and reporting.
  • Experience in supply chain finance and working closely with procurement logistics and operations.
  • Familiarity with transfer pricing regulations intercompany accounting and tax structuring.
  • Previous experience in implementing or upgrading financial ERP systems.

About the Role:

Ideal Candidate Profile:

  • 12–15 years of experience in senior financial roles within dynamic and complex environments.
  • Strong background in M&A, Divestment, Debt Finance, Project Finance, and Working Capital.
  • Must be an expat candidate with international exposure, preferably within industries like logistics, transportation, or services.
  • Advanced degree in Finance, Business Administration, or related fields (MBA preferred), with professional certifications such as CFA, CPA, ACCA, or CIA highly desirable.
  • Skilled in aligning financial strategy with overall corporate objectives, and adept in working within regulated environments.
  • Strong leadership abilities, combined with an innovative approach, resilience, and commercial acumen.

The CFO will be a key member of the executive leadership team, responsible for overseeing all financial aspects of the business, including strategic planning, financial management, budgeting, risk assessment, and compliance. Key Responsibilities

Strategic Financial Leadership

  • Develop and implement long-term financial strategies aligned with the company's vision and expansion plans.
  • Provide strategic input to the CEO and Board of Directors on financial performance, capital planning, and investment opportunities.
  • Lead mergers, acquisitions, and joint ventures where applicable.
  • Oversee budgeting, forecasting, financial modeling, and scenario planning.
  • Analyze financial data to identify opportunities for cost optimization, revenue growth, and profitability improvement.
  • Prepare and present financial reports, KPIs, and dashboards to executive leadership and stakeholders.

Financial Operations & Controls

  • Manage accounting, treasury, tax, and audit functions to ensure compliance with UAE and international standards.
  • Implement robust financial controls, internal audit procedures, and risk management systems.
  • Ensure accurate and timely reporting in accordance with IFRS or relevant standards.

Regional Oversight

  • Support financial management for subsidiaries and operations across the MENA region.
  • Liaise with external auditors, legal advisors, banks, and regulatory authorities.
  • Ensure financial compliance across diverse regulatory environments (e.g., VAT in UAE, import / export compliance).
  • Lead, mentor, and develop the finance team to build high-performing, agile financial operations.
  • Foster a results-driven and compliant finance culture across the organization.

Qualifications

  • Bachelor’s degree in Finance, Accounting, or Economics.
  • CPA, CA, ACCA, or MBA in Finance is strongly preferred.
  • Minimum 10+ years of experience in progressively senior finance roles, including 5+ years in a CFO or executive-level position, preferably in the medical device, healthcare, or trading sector.
  • Deep knowledge of financial regulations in the UAE and MENA.
  • Experience with international trade, currency management, and multi-entity financial oversight.
  • Familiarity with ERP systems (e.g., SAP, Oracle, Microsoft Dynamics).
  • Strong leadership, communication, and negotiation skills.
