The successful candidate will play a key role in collaborating with various business groups project directors and engineers/architects on a range of projects from small to large scale. The primary purpose of this role is to ensure design and BIM model coordination across projects in the office.

Qualifications and Experience:

• Bachelors degree in Architecture Built Environment or a related field. PMI or APM certification is desirable.
• Minimum of 7 years of experience in a Project/Design Management role.
• Extensive design experience from concept through to construction across various project types including residential commercial hospitality medical leisure education and highrise developments.
• Ability to elicit cooperation from a wide variety of stakeholders including senior management clients and various departments.
• Experience working with project teams for reviewing design deliverables conducting detailed reviews and checks and issuing checking reports.
• Proven track record of delivering multidisciplinary design projects on time and within budget.

General Description of Role and Responsibilities:

• Based on the project site, monitor the performance of the Design Consultant to ensure the Design correctness and completeness as well as compliance with the scope of work requirements.
• Ensure that the Design Consultant(s) have considered the end users requirements as stated in the statement of requirement.
• Control and manage the Senior Discipline Engineers of the Project Management Team (as applicable) and the Design Consultant teams in respect of Design aspects.
• Evaluate and endorse the variation orders/concession request submitted by the Design Consultant(s) for Client's approval.
• Attend all meetings with Design Consultant(s), its sub-consultants and Client's Meetings.
• Review and comment on all drawings and documents submitted by the Design Consultant(s) and ensure the incorporation of all revisions on all documents.
• Assist, monitor and ensure timely submittals of all documents from the Design Consultant(s) to all government departments until final necessary permits are obtained to proceed with the works to completion.
• Coordinate with regional / home office for technical support required to ensure the correctness and completeness of the Design.
• Review and report to Client all Design Consultant(s) monthly reports, including areas of concern and recommended plans of actions.
• Review the Project Strategy and provide recommendations to the Client.
• Prepare questionnaire for pre-qualification of the Construction Contractors, carry out the pre-qualification and recommend a bidders list.
• Lead PM Disciplines in replying to clarifications, issuing bulletins and attending technical meetings with bidders during Tender stage.
• Propose alternative materials/systems to improve the Design Operation, Future Maintenance and Construction costs.
• All Project Documents are controlled, recorded and filed as per contact requirements.
• Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.

Qualifications, Experience, Knowledge and Skills:

• Bachelors degree in Civil Engineering (or similar) from a recognized university.
• Master Degree is preferred but not essential.
• Minimum of 15 years experience coupled with at least 10 years experience working in a design management position for a consultancy or design firm from inception to completion.
• Excellent understanding of Infrastructure project (underground utilities, roads etc.).
• Understanding of contractor requirements previous experience working for a Contractor is preferred but not essential.
• Familiar with processes of Design, (Space & Functional Analysis, Operators/ Client Liaison, cross-disciplinary issues/ coordination, construction interfaces, programming, cost etc.).

Parsons is looking for an amazingly talented Design Manager to join our team In this role you will get to lead a team of talented design managers and engineers to deliver iconic projects across the Middle East region

What You'll Be Doing:

• Lead infrastructure design development, overall management of the infrastructure design services provided by others by managing a group of technical specialists.

• Manage the delivery of the design for the numerous projects by verifying consistency in the designs produced by the design team with respect to adherence to the design criteria and required standards. Manages the scope development and tendering process by the senior engineering staff for procurement of the design consultants as well as third party reviewers.

• Develop the scope of engineering work, reports, schedules, and budgets for the assigned project elements, and monitors progress to meet schedule and budget requirements.

• Perform various engineering and design assignments requiring the application of basic principles and fundamental theories studied in a four-year university engineering program, and available data in the civil engineering field.

• Prepare and leads in fundamental engineering computations, material quantity takeoffs, estimates, surveys, and designs including preparation of detailed requisitions for material purchase, services, and subcontracts.

• Participate in the VE and manages all VE studies, constructability and other workshops; and drives the on-schedule submittal of the design deliverables. Keeps Project Management Team informed as to changes made to ensure timely processing of contract change orders. Maintains overall knowledge of drawings, specifications, general contracts and time schedules. Manages the responses to design RFIs and review/comment on change orders.

• Ensure all infrastructure design works are comprehensive and discussed with the various engineers for the best implementation and installation of services in coordination with other parties and contractor. May participate in negotiations with regulatory agencies in public meetings to support the client.

• Provide necessary technical support and design review / audit services to project management team ensuring the correctness and quality of implementation of requirements.

• Support the Infrastructure Director in performing other tasks as deemed necessary related infrastructure aspects of the projects.

• Identify and documents changes in scope.

• Determine the scope of procurement work, schedules, and budgets for technical aspects of the contract and monitors progress.

• Monitor productivity and technical proficiency of assigned technical personnel, and makes reassignments as project needs arise.

• Assist the Project Manager in planning, directing, supervising, and controlling the execution of technical, fiscal, and administrative functions of the project or study.

What Required Skills You'll Bring:

• Bachelor's degree in Civil Engineering from reputable university

• Minimum 15 years of related field engineering experience with at least 5 years of middle east experience.

• Broad general engineering background and previous supervisory experience in a project engineering role is required

• Hands on experience in delivering master planning & infrastructure projects

• The Design Manager (DM) shall be able to independently lead the team to carry out designs of Wet Utilities distribution systems like potable water, firefighting and irrigation networks.

• The DM shall have basic experience and knowledge of preparing and developing hydraulic models for pressure and gravity utilities, design reports and use of Bentley WaterCAD / WaterGems / OpenUtilities / SewerCAD / SewerGems or related software.

• Shall be familiar with load demand calculations for large private developments and/ or large government projects. Shall be conversant with Water / Irrigation / Firefighting Authority regulations such as DEWA, ADDC/ ADWEA / TRANSCO, DM, ADM, DCD, ADCD and other relevant authorities within the gulf region. Shall be conversant with the British and American codes as well as DEWA / DM / ADDC / ADSSC regulations for the potable water, irrigation and sanitary sewer designs. Shall have experience of liaising with DEWA / DM for obtaining NOCs and Design Approvals, etc.

• Shall be aware about the requirements for the hydraulic design for the Pump stations. Shall have good experience in creating utility cross sections as per requirements of local authorities in the Gulf region like RTA (Dubai), DMT (Abu Dhabi), MOMRA (KSA), etc. Performs other responsibilities associated with this position as may be appropriate.
