Key Responsibilities:
Represent our organization's interests on telecommunications policy and licensing issues before government agencies and international organizations.
Support our advocacy efforts before regional satellite and aviation-related telecommunications and radio frequency spectrum groups.
Obtain telecommunications licenses and authorizations as needed to support our programs, products, and services.
Establish and maintain close contact with internal engineering and business leaders to understand their regulatory and policy requirements.
Write concise internal memos, external regulatory filings, and presentations to internal and external executive-level audiences.
Work with all groups within the organization, being responsive to requests for support in a timely manner.
Requirements:
Minimum of 5 years of government relations experience with telecommunications or radio frequency spectrum regulatory and policy issues.
English language proficiency (both written and spoken) is required.
Willingness to travel up to 30% of the time.
Bonus Points:
Advanced degree preferred.
Arabic language proficiency (both written and spoken) is a plus.
Location:

Regional Director, Government Relations (MENA)
The position develops, coordinates, and implements advocacy on behalf of the Boeing Company's telecommunications and radio frequency spectrum policy, regulatory and licensing business interests in Europe, Middle East and North Africa (MENA).
The role requires high- level knowledge of telecommunications, navigation and surveillance systems and technologies, with the ability to become an expert in international telecommunications radio regulations, government affairs, and regulatory processes in different countries.
The position requires the ability to establish relationships with key telecommunications regulatory and policy officials at the national, regional, and international levels, as well as work closely and develop coalitions with industry leaders and associations. A passion for aviation, satellite and defense interests is highly desirable.
Scope of Responsibilities:
Represent Boeing's interests on telecommunications policy and licensing issues before government agencies, international and intergovernmental organizations, trade, and industry associations within the assigned geographic area.
Specifically, support Boeing's advocacy efforts before the European Conference of Postal and Telecommunications Administrations (CEPT) and the Arab Spectrum Management Group (ASMG), as well as in regional satellite and aviation-related telecommunications and radio frequency spectrum groups.
As needed, obtain telecommunications licenses and authorizations in support of Boeing programs, products, and services.
Establish and maintain close contact with internal engineering and business leaders to understand their regulatory and policy requirements, particularly Boeing leadership in Europe, the Middle East and North Africa.
Write concise internal memos, external regulatory filings, and presentations to internal and external executive level audiences. Experience explaining complex technical issues to a non-technical audience.
Work with all groups within the organization, being responsive to requests for support in a timely manner.
Work on multiple parallel issues, demonstrated English language and writing skills, and the ability to work closely with a small remote team are critical to success in this position. Arabic language ability is advantageous.
External Relationship Management
External relationships and influence are critical to this position. The ability to work across cultures and diverse teams to find solutions to complex technical and regulatory problems is a large part of this position. The person in this position must have sufficient contacts and the ability to develop contacts and relationships in Europe, the Middle East and North Africa.
The ability to successfully advocate on behalf of Boeing spectrum initiatives across a range of satellite, defense, commercial space and aviation projects.
It is critical the candidate can develop and maintain professional relationships with people from diverse backgrounds.
Basic Qualifications Experience:
Minimum of 5 years of government relations experience with telecommunications or radio frequency spectrum regulatory and policy issues
Minimum 5 years of experience working in government affairs, preferably on telecommunications, radio frequency spectrum, aviation, satellite, or defense issues.
