We are seeking a highly capable and experienced Project Manager - Water to serve in the capacity of an Individual contributor on large-scale water and wastewater infrastructure programs. This role involves acting as a neutral and authoritative technical advisor, overseeing the project's performance and compliance across all phases, and ensuring successful coordination between the client, EPC contractor, and stakeholders.

Responsibilities:
  • Act as the Independent Engineer and trusted advisor for high-value water infrastructure projects, ensuring contractual and technical compliance.
  • Oversee all project phases including planning, design review, construction, commissioning, and handover.
  • Review and validate project designs, construction methodologies, programs, and technical submissions to ensure alignment with client requirements, codes, and specifications.
  • Monitor progress, quality, safety, and environmental performance on site and report objectively to the client.
  • Facilitate communication and alignment between client and contractor; manage stakeholder expectations and provide resolution to technical issues.
  • Lead regular inspections, audits, and technical meetings, providing clear documentation and formal reports on findings.
  • Manage risk identification and mitigation strategies, including review of delay claims, cost variations, and design changes.
  • Ensure compliance with permits, regulatory obligations, and international/national standards throughout project execution.
  • Mentor and supervise multidisciplinary teams, ensuring delivery of services in line with project timelines and budgets.

Requirements:
  • Bachelor's degree in Engineering, Construction Management or related; Master's degree is preferred.
  • Project Management Certification - PMP, PRINCE2 or similar is required.
  • Minimum 20 years of experience in water/wastewater infrastructure projects, with at least 5 years in a project management or independent engineer-type role.
  • Demonstrated experience on large-scale EPC or design & build contracts, preferably involving public-private partnerships (PPP) or government utilities.
  • Strong technical understanding of water transmission, distribution networks, pumping stations, reservoirs, and treatment facilities.
  • Familiarity with international design and construction standards (e.g., AWWA, ISO, FIDIC, EN).
  • Excellent communication, reporting, and client management skills.
  • GCC experience and knowledge of local authority processes are advantageous.

Job Objectives
  • The preparation, review and reporting of accurate project schedules and plans in support of the robust control of projects throughout their lifecycle.

Role Overview

The Project Manager is responsible for managing assigned scopes across planning, procurement, and construction phases of major residential developments. The role ensures timely, cost-effective, and quality delivery, working under the direction of the Project Lead.

Core Responsibilities

Design & Planning Support

AtkinsRéalis are looking for an Associate Project Manager to join our team with experience in managing large-scale multi-disciplinary projects within UAE and the GCC Region. The candidate is to have a minimum of 5 years experience within the Middle East.

The selected candidate will be responsible for the successful delivery of projects within the UAE and GCC Region. Reporting directly to the Project Manager, they will be responsible for supporting the management of projects within the business. Their primary role is to ensure that projects are delivered on time, within budget, and meet client requirements.

The selected candidate will work with the Project Manager, Atkins team and Client to establish project objectives, develop project plans, manage project budgets, and oversee project scheduling. They will be responsible for supporting the delivery management function of the project team, ensuring that team members are completing tasks on time and communication is maintained at all times.

Other roles also include managing project risk, developing contingency plans and ensuring that health and safety standards are followed in addition to adherence of Atkins' project management methodology requirements.

Key Responsibilities

Project Delivery
  • Communicate scope, fee, deliverables and programme with the team through Project Kick-Offs and regular updates.
  • Management of sub-consultants' agreements and payments (technical management through Design Management function)
  • Ensure that the Project Execution Plan addresses design management requirements, including integration and interface management between Client requirements, sub-consultant design packages
  • Support the PD and PM in production of the Project Management suite of documents and standard forms.
  • Assist in risk identification and management
  • Assist PD and PM to identify and manage scope changes, scope extensions
  • Identify resourcing issues and requirements and coordinate these with the Technical Team Leads. Escalate to PD / PM when/if required.
  • Provide timely external and internal monthly reporting by implementing a planned delivery schedule for routine reporting.
  • Ensure Quality Systems processes are adhered to in the delivery of projects
  • Undertake debriefs with Client
  • Assisting in managing the work financially, technically and contractually

Financial Management
  • `Monitor Design Team progress and costs - Highlight where costs are not tracking as planned and coordinate with the Project Technical Leads to mitigate against potential over-runs / underspends.
  • Have a good understanding of Risk and the need to use their commercial acumen.
  • Manage Risks proactively through use of the tools provided and regular team and Client engagement and update Contingency requirements regularly (min. once per design stage).
  • Prepare Invoices for review and sign-off by the Project Director and keep financial registers up to date.
  • Drive the change process and be responsible for compilation of variations

Client Management
  • Liaise and interact with the client for the technical delivery components of the project.

Administrative
  • Perform administrative tasks such as preparing invoices, estimates, meeting minutes, scheduling meetings, etc.
  • Maintaining project documentation
  • Tracking and reporting project progress

Job Summary: We are seeking an experienced and results-driven Project Manager (Civil) to oversee and manage the civil construction aspects of our real estate development projects. The successful candidate will be responsible for planning, coordinating, and executing all site-based activities to ensure timely delivery, cost control, quality, and compliance with safety standards and regulatory requirements.   • Manage day-to-day civil construction activities at project sites, ensuring work is completed on time, within budget, and to required quality standards.
  • Supervise contractors, subcontractors, site engineers, and other site staff.
  • Coordinate with architectural, structural, MEP, and other consultants to ensure smooth workflow and resolution of site issues.
  • Review and approve construction drawings, shop drawings, and method statements.
Planning & Scheduling
  • Prepare and monitor project schedules, milestones, and progress reports.
  • Coordinate with the planning team to align site activities with the overall project timeline.
  • Identify potential delays or risks and implement corrective measures.
Quality & Safety Compliance
  • Ensure all civil works meet local building codes, regulations, and company quality standards.
  • Enforce safety protocols and ensure compliance with HSE regulations on site.
  • Conduct regular site inspections and quality control checks.
Cost Control & Reporting
  • Monitor civil works budgets and resource utilization.
  • Evaluate and certify contractor work progress for payments.
  • Provide regular updates and reports to senior management regarding site status, challenges, and solutions.
Stakeholder Coordination
  • Liaise with government authorities, utility providers, and third-party agencies for permits, approvals, and inspections.
  • Communicate effectively with internal departments including Design, Procurement, and Finance to align project needs.
Qualifications & Experience:
  • Bachelor’s degree in Civil Engineering or Construction Management.
  • Professional certifications or licenses (PMP, PE, etc.) are an advantage.
  • Minimum 5–10 years of civil construction experience in real estate development, with at least 2 years in a Project Manager role .
  • Proven track record in managing high-quality residential, commercial, or mixed-use developments.
  • Strong understanding of construction contracts (FIDIC preferred), site logistics, and local regulations.
  • Native English speaker is required for this role
