The key objectives for this role are:
- Provides comprehensive cost, planning, scheduling and risk assessment support to assignments / project teams and clients, typically on smaller projects without dedicated project control discipline teams. Sets up and runs all required project controls systems, tools, and interfaces to enable the successful management and reporting of the project costs, schedule and risk on projects and assignments.
- Supports the Service Line / Project Manager in the collation, analysis and reporting of project cost, scheduling, and risk data.
- A wide ranging and hands on role that interfaces with several key stakeholders across the project. Provides coaching and guidance to less experienced project controllers.
RESPONSIBILITIES
Key Accountabilities and Responsibilities:
- Act as the focal point with the client and any contractor Project Controllers as appropriate, to ensure costs and progress are reported accurately, ensure alignment with the project reporting requirements and timely and accurate cost and progress reporting.
- Reporting of planned v's actual progress figures.
- Monitor cost and schedule impact of achievement / non achievement of project milestones
- Identification, monitoring and reporting against the project critical path providing early warning to the Project Manager of any potential slippages
- Reporting of project costs and schedule data
- Produce weekly and monthly project cost and planning status reports
- Develop and maintain project Work Breakdown Structure for specific scopes of work.
- Develop and maintain cost and planning control structures in alignment with project Work Breakdown Structure
- Manage the project work approval process in terms of accurate cost code allocation and initial budget set-up and approvals
- Responsible for the timely control and forecasting of budgets and ensure that the impact of all change requests is properly assessed and included in the budget and schedules if applicable
- Assist Project Accountants and Billing Specialists in the Billing process and any other cost related queries
- Assists with application of baseline and forecast installation unit rates and norms for estimating quantity change impacts
- Supports earned value progress measurement
- May assist with updates and changes to project quantities and reports on variances to baseline
- Production and overall maintenance of project S-Curves and Histograms
- Creation of the projects fully resourced, logic linked Gantt Charts within preferred planning software to the agreed project and programme requirement
- Perform progress updates of the project Gantt charts. Includes executed changes into project schedule.
- Monitor current and assess future resource needs for the project and programme through analysis of workload at project level
- Identify slippages, significant float erosion and recommend recovery actions
- Coordinate development and issue project change orders / variations in accordance with contract / assignment change notifications
- Ensure local change management process is adhered to
- Tracking of and input into the change management system
- Attendance at client progress meetings
- Input to the preparation of proposal schedules and CTR packs
- Participate and support cost and schedule risk analysis workshops / sessions

RESPONSIBILITIES
Business Services
- Establish, implement and ensure compliance with procedures and processes for Project Services & Controls.

- Ensure that the EPC contractor's organization is fully aware of, and accepts, the guidance offered by Company's project services professionals.
Cost, schedule, and controls
- Finalize the cost and schedule estimate confidence package. Ensures project risks / issues are properly weighted in.
- Provide pointed cost and schedule information to support decisions by the project team; develop and discuss project periodic cost and schedule reports with IPMT.
- Provide advice on cost and schedule impact of changes, modifications or alternates by keeping abreast of engineering, procurement and construction activities.
- Monitors and coordinates reporting of cost and schedule impact of changes. And ensures the accounting systems are in line with audit requirements.
- Directs and monitors all financial reporting for the project including accrual reports, cash calls and the reconciliation of ADNOC Offshore systems with project reporting. Directs and monitors all accounting activities including invoicing review and approvals.
- Directs the preparation of the Fixed Asset Registers for the project scope.
Contract and procurement
- Directs the preparation of all related tender and procurement activities and manages the respective tender evaluations through to award.
- Provides support to the Project manager and the IPMT on Contract Administration issues/matters.
- Leads the implementation of the ExxonMobil Master Technical Agreement work order process for Project team.
- Coordinates all ExxonMobil work request activities.
- Secure other than EPC contracts required to support project execution and commissioning.
Organization and staffing
- Directs the development of the IPMT organizational plan and related staffing.
- Oversees and coordinates all IPMT administrative staff and office support activities

Information Management

The role involves managing four major workstreams under a service contract model: CSU engineering support, manpower sourcing, commissioning equipment supply and logistics, and development of Operating Manuals and Field Operating Procedures.
The Project Manager will serve as the key interface with the client, lead internal coordination, and ensure risk management, quality, budget, and timeline control across all project phases.
MAIN RESPONSIBILITIES

- Monitor and oversee progress status updates of the master programme and where necessary liaise with project stakeholders to lead delay mitigation strategies and improvement initiatives.

Construction Phase Management:

- Establish an effective and universal strategy to address major issues that may arise with the site delivery team.
- Ensure the supervision team and site delivery team receives the necessary stakeholder decisions in a timely fashion.

• Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
• Ensure adequate HSE training and induction for all Department employees to meet HSE standards.
Management Information Systems (MIS) and Reports
• Prepare all Department MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

Minimum Qualification
Bachelor Degree Engineering or equivalent.
Minimum Experience, Knowledge & Skills
• 12 years of professional experience in Project Engineering/Execution in Oil & Gas projects including 5 years in leading multi-disciplined staff and Consultants / Contractors in defining and executing projects within the oil & gas industry
• Project management professional with sound knowledge of contracts, planning and budget / cost control requirements.
• Sound project management and leadership skills.
